1. A State party to the present Protocol shall permit visits in accordance with this Protocol to any place in any territory under its jurisdiction where persons deprived of their liberty by a public authority or at its instigation or with its consent or acquiescence are held or may be held.

4- وبموجب البروتوكول الاختياري، تلتزم الدولة الطرف بأن تسمح بزيارات تقوم بها اللجنة الفرعية إلى أية أماكن في نطاق اختصاصها ورقابتها حيث يوجد أو يحتمل أن يوجد أشخاص محرومون من حريتهم، إما بموجب أمر تتخذه سلطة عامة أو على ذمة التحقيقات التي تجريها أو بموافقتها أو علمها.

It defines places of detention as " all places that are or could come under the jurisdiction and control of the Tunisian State or that were established with its agreement and in which there could be persons deprived of their liberty by order of a public authority or at its instigation or with its consent or acquiescence " .
كما يُعرّف أماكن الاحتجاز بكونها " كلّ الأماكن التي تخضع أو يمكن أن تخضع لولاية الدولة التونسية وسيطرتها أو التي أقيمت بموافقتها والتي يمكن أن يوجد فيها أشخاص محرومون من حريتهم بموجب أمر صادر عن سلطة عمومية أو بإيعاز منها أو بموافقتها أو سكوتها " .

It visits locations under the jurisdiction and control of a State party to the Optional Protocol to the Convention against Torture where persons are or may be deprived of their liberty, either by virtue of an order given by a public authority, at the authority's instigation or with its consent or acquiescence.
وتقوم اللجنة بزيارة المواقع الخاضعة لولاية وسيطرة دولة من الدول الأطراف في البروتوكول الاختياري لاتفاقية مناهضة التعذيب والتي يوجد فيها أشخاص محرومون أو يمكن أن يتعرضوا للحرمان من حريتهم إما بموجب أمر صادر عن سلطة عامة أو بناء على إيعاز منها أو بموافقتها أو سكوتها().
