1- تنص الفقرة 2 من المادة 8 من الاتفاقية على أن تشمل مهام الأمانة، في جملة أمور، اتخاذ الترتيبات المتعلقة بدورات مؤتمر الأطراف ودورات هيئاته الفرعية وتقديم الخدمات اللازمة إليها.
