The list of Non-Self-Governing Territories was initially prepared in 1946 (see Chapter XI of the Charter of the United Nations) and a set of criteria for determining whether a territory could be considered to be non-self-governing and placed on the list was established by the General Assembly in its resolution 1541 (XV) in 1960.
