It was established by H.H. In this respect, His Highness Sheikh Zayed Bin Sultan Al Nahyan, head of State of the United Arab Emirates, has expressed our determination to improve health services, training and education and to implement programmes for social interdependence to help the handicapped, orphans and the aged and to ensure that they are better integrated into the mainstream of society.

All this clearly reaffirms the position of His Highness, Sheikh Zayed Bin Sultan Al Nahyan, President of the United Arab Emirates, which I cited last year from this rostrum.

The Council expressed its profound sorrow over the death of His Highness the late Sheikh Zayed Bin Sultan Al Nahyan, President of the United Arab Emirates -- may God rest his soul -- who departed this world after a life filled with glorious works and great achievements and with true giving and tireless, sincere work for the benefit of the United Arab Emirates, its progress and prosperity and the welfare of its people.
وعبر المجلس الأعلى، عن عميق مشاعر الأسى والحزن، لوفاة المغفور له، بإذن الله تعالى، حضرة صاحب السمو الشيخ زايد بن سلطان آل نهيان رئيس دولة الإمارات العربية المتحدة، تغمده الله بواسع رحمته ورضوانه، الذي انتقل إلى جوار ربه بعد حياة مليئة بالأعمال الجليلة والإنجازات الكبيرة، ورحلة حافلة بالعطاء الصادق والعمل المخلص الدؤوب لما فيه خير دولة الإمارات العربية المتحدة وتقدمها وازدهارها ورخاء شعبها.

The Council also reviewed the statements by the President of the Islamic Republic of Iran, His Excellency Mr. Mohamad Khatemi, in which he expressed his desire to meet with the President of the United Arab Emirates, His Highness Sheikh Zayed Bin Sultan Al Nahyan, and it heard His Highness welcome this approach. The Council welcomed any meeting between the leaders of the two countries.

Mr. Ghafari (United States of America): On behalf of the United States, I extend my deepest condolences to the Government and people of the United Arab Emirates upon the passing of the founder of their country, Sheikh Zayed Bin Sultan Al Nahyan.
