The Special Rapporteur recalls that the practice of torture constitutes one of the most severe violations of human rights and human dignity, and States parties to the Convention against Torture therefore have an obligation to carefully investigate every allegation of torture with the aim of bringing the perpetrators to justice.

Jordan is not a party to the Optional Protocols to the ICCPR, concerning the right of individual petition and the abolition of the death penalty, nor has it recognized the competence of the Committee against Torture (CAT) to consider complaints from individuals by making the declaration under article 22 of the Convention against Torture.
والأردن ليس طرفاً في البروتوكولين الاختياريين الملحقين بالعهد الدولي الخاص بالحقوق المدنية والسياسية والمتعلقين بالحق في تقديم الالتماسات الفردية وبإلغاء عقوبة الإعدام، كما أن الأردن لم يعترف باختصاص لجنة مناهضة التعذيب في النظر في الشكاوى المقدمة من الأفراد، إذ إنه لم يصدر الإعلان المطلوب بموجب المادة 22 من اتفاقية مناهضة التعذيب.

(p) The declaration be made with respect to article 22 of the Convention against Torture recognizing the competence of the Committee against Torture to receive and consider communications from individuals who claim to be victims of a violation of the provisions of the Convention;
