In some cases, delays occur owing to voluminous declarations/reservations or appendices (descriptions or extracts of domestic law and practices) that must be checked and translated into the other official language. (The Council of Europe requires that all notification are made in one of the official languages or are at least accompanied by a translation in one of these languages.
وفي بعض الحالات، يحدث تأخير بسبب ضخامة الإعلانات/التحفظات أو التذييلات (عروض ومقتطفات من القانون الداخلي والممارسات) التي يتعين التأكد منها وترجمتها إلى اللغات الرسمية الأخرى (يشترط مجلس أوروبا أن تتم كل الإشعارات بلغة من اللغات الرسمية أو على الأقل أن ترفق بترجمة إلى لغة من تلك اللغات.

" A l'issue de la réunion, le Comité a décidé :'The Secretariat [of the Council of Europe] will submit [the Austrian working document - CAHDI (1995)] together with a copy of the meeting report, to the Special Rapporteur of the ILC indicating at the same time that the CAHDI takes a keen interest in this issue and was willing to contribute to the study.'
