The Federal Law No. 51 of 2006 on combating human trafficking crimes, which provides the legal basis to the National Committee on Human Trafficking, is a welcomed step to combat this phenomenon.

30. However, the Special Rapporteur was informed that in 2010, the National Committee to Combat Human Trafficking (NCCHT) completed its study on the possibility of amending Federal Law 51 to make it consistent with the Trafficking Protocol, and particularly to provide for protection and repatriation of victims.

She notes, however, that in 2005, the Government promulgated Federal Law 15 (2005) regulating participation in camel racing and prohibiting the employment of children under 18 years for such races.

ويوصيها كذلك بإعادة النظر في ممارستها فيما يتعلق بتنفيذ الفقرة (د) من المادة 2 من القانون الاتحادي رقم 17 لعام 1972 بشأن الجنسية وجوازات السفر وذلك لمنع توارث حالة انعدام الجنسية جيلاً عن جيل.

27. It is worth mentioning that before acceding to the Trafficking Protocol in 2009, the United Arab Emirates had established a domestic legal framework to combat trafficking through Federal Law 51 (2006), article 1 of which defines human trafficking as:
27- وجدير بالذكر أن الإمارات العربية المتحدة وضعت، قبل انضمامها في عام 2009 إلى بروتوكول الاتجار، إطاراً قانونياً محلياً لمكافحة الاتجار من خلال القانون الاتحادي 51(2006)، الذي تعرّف المادة 1 منه الاتجار بالبشر على النحو التالي:

35. Lastly, Federal Law 2 (2006) on cybercrimes prohibits any person from creating a website on the Internet aiming at or contributing to human trafficking (art. 17) and criminalizes any person who incites another into prostitution (art. 13).
35- وأخيراً، يحظر القانون الاتحادي رقم 2(2006) المتعلق بالجرائم الإلكترونية على أي شخص إنشاء موقع إلكتروني على شبكة الإنترنت يهدف إلى الاتجار بالبشر أو يساهم فيه (المادة 17)، كما أنه يجرم أي شخص يحرض شخصاً آخر على البغاء (المادة 13).

(e) Include provisions in Federal Law No. 51 on Combating Human Trafficking Crimes regarding trafficking in children and protection of victims (care, rehabilitation, reintegration, repatriation, etc.) in accordance with the provisions of the Palermo Protocol;
(ﻫ) أن تدرج أحكاماً تتعلق بالاتجار بالأطفال وحماية الضحايا (الرعاية، وإعادة التأهيل، وإعادة الإدماج، والتعويض، وما إلى ذلك) في القانون الاتحادي رقم 51 بشأن مكافحة جرائم الاتجار بالبشر، وذلك وفقاً لأحكام بروتوكول باليرمو؛

52. Neither Federal Law 51 nor the Penal Code contains any provision exempting trafficked persons from being prosecuted for offences relating to irregular entry and stay in the United Arab Emirates, giving false information, forging or using forged travel documents, and engaging in prostitution or in employment without a work permit.
52- لا يتضمن القانون الاتحادي رقم 51 ولا القانون الجنائي أي حكم ينص على إعفاء الأشخاص المتجر بهم من الملاحقة القانونية بتهمة ارتكاب جرائم تتصل بدخول الإمارات العربية المتحدة والإقامة فيها بصورة غير شرعية، أو بإعطاء معلومات زائفة أو بتزوير وثائق السفر أو استخدام تلك الوثائق المزيفة، أو بالانخراط في البغاء أو العمل بدون إذن عمل.

Le Gouvernement fédéral est résolu à poursuivre la lutte contre la discrimination: en attestent le réexamen des directives de 2003 (Guidance Regarding the Use of Race by Federal Law Enforcement Agencies) (voir ci-après), ainsi que les mesures visant à limiter les interdictions de voyage pour certains pays.
