60. Mrs. RODRIGUEZ ABASCAL (Cuba) welcomed the fact that consultations would continue, but stressed that the issue should be discussed in the Sixth Committee.

Ms. RODRIGUEZ ABASCAL (Cuba), referring to the activities mentioned in paragraph 29.3 of the proposed programme budget, noted that decisions had also been adopted on development activities.

60. Mr. ABASCAL (Mexico) supported the United States proposal and suggested that the reference in the first sentence to " the advisability of considering whether the equipment used offered satisfactory security " should be deleted in order to avoid any confusion.

51. Mr. ABASCAL Zamora (Mexico) said that his delegation had already proposed an alternative text to draft article 7 and wished to consult with other delegations to discuss its proposal.

55. Mr. ABASCAL Zamora (Mexico) said that experience had shown that where the parties did not agree on the number of arbitrators, more and more appointing authorities were adopting the sole arbitrator option.

Ms. RODRIGUEZ ABASCAL (Cuba) said that her delegation supported the comments by the representative of Algeria: indeed, most delegations speaking at the Committee's previous meeting had recognized the urgent need to strengthen the secretariat of the Fifth Committee, particularly during the most intensive period of its work.
٤ - السيدة رودريغيز آباسكال )كوبا(: قالت إن وفدها يؤيد التعليقات التي أدلى بها ممثل الجزائر، فقد اعترف معظم الوفود التي تحدثت، في جلسة اللجنة السابقة، بالحاجة العاجلة إلى تعزيز أمانة اللجنة الخامسة، ولا سيما خلال فترة عملها اﻷشد كثافة.

Ms. RODRIGUEZ ABASCAL (Cuba) said that she was not fully satisfied with the solution proposed by the Secretary-General to strengthen the secretariat of the Fifth Committee. The offer of temporary posts meant that the personnel in question would not be fully trained to carry out the Committee's work, which was very technical and required highly trained experienced staff.
٢٢ - السيدة رودريغيز آباسكال )كوبا(: قالت إنها ليست راضية كل الرضى بالحل الذي اقترحه اﻷمين العام لتعزيز أمانة اللجنة الخامسة؛ فعرض الوظائف المؤقتة يعني أن الموظفين المعنيين لن يكونوا مدربين تدريبا وافيا للاضطلاع بعمل اللجنة، الذي يتسم بطابع فني شديد ويستلزم موظفين من ذوي الخبرة والتدريب العالي.

24. Ms. RODRÍGUEZ ABASCAL (Cuba), referring to the comments made by the Costa Rican delegation on behalf of the Group of 77 and China, again requested the Secretariat to explain on the basis of which instructions certain documents intended for use by the Commission on Human Rights had not been translated into all the official languages.
٢٤ - السيدة رودريغز آباسكال )كوبا(: أشارت الى الملاحظات المقدمة من وفد كوستاريكا باسم مجموعة اﻟ ٧٧ والصين، فطلبت من اﻷمانة العامة من جديد توضيح التعليمات التي تم على أساسها عدم ترجمة بعض الوثائق المخصصة للجنة حقوق الانسان بجميع اللغات الرسمية.

19. Ms. RODRÍGUEZ ABASCAL (Cuba) said that she, too, was concerned about the late submission of important documents and agreed with the Mexican delegation that the Secretariat's failure to respond to Member States' requests for documents was very serious.
١٩ - السيدة رودريغيز آباسكال )كوبا(: أعربت هي أيضا عن قلقها للتأخر في تقديم الوثائق الهامة، كما أعربت عن موافقتها مع وفد المكسيك على أن تقاعس اﻷمانة العامة عن تلبية طلبات الدول اﻷعضاء فيما يتعلق بالوثائق هو أمر خطير جدا.

64. Mr. ABASCAL (Mexico) said that, if paragraph 36 was retained, his delegation would prefer the wording proposed by the delegation of the United States of America for the first sentence; it reflected a more positive attitude to the use of telefax.
