11. Paragraph 2 requires States parties to guarantee the right to freedom of expression, including the right to seek, receive and impart information and ideas of all kinds regardless of frontiers.

In article 19 of the International Covenant on Civil and Political Rights, it is recognized that everyone has the right to freedom of expression, which includes the right to seek, receive and impart information and ideas of all kinds regardless of frontiers.
