2. The present report provides information on developments covering the period from the issuance of my last report, on 10 November 2003, through December 2004.

26. In my last report, I stated (S/1995/657, para. 36) that in spite of the control that the CIS peace-keeping force exercised over the Abkhaz militia's freedom of action, returnees were fearful that the militia would take action against them, such as confiscating their crops at harvest time.

2. The present report focuses on developments since my last report on 15 December 2004 (S/2004/969) and contains my recommendations in response to the Council's request, contained in paragraph 10 of resolution 1580 (2004), to conduct a review of UNOGBIS with a view to adjusting its capacities to meet the requirements of its revised mandate.

The main focus of the report, which covers the period since my last report of 25 October 2002 (S/2002/1201), is the progress made and the challenges faced in the Somali national reconciliation process at Eldoret, Kenya, under the auspices of the Intergovernmental Authority on Development (IGAD) under Kenyan chairmanship.

As stated in my most recent report (S/2014/365), the United Nations is ready to put in place speedy, pragmatic and practical arrangements at critical border crossings to facilitate the delivery of humanitarian aid in accordance with assessed and established needs and the obligations under resolution 2139 (2014).
