The Committee noted that such distribution forced some Member States to absorb more than 50 per cent of the effect of the phase-out while not providing for others a full 50 per cent removal of the distortion due to the scheme of limits.
ولاحظت اللجنة أن مثل هذا التوزيع يجبر بعض الدول الاعضاء على استيعاب أكثر من ٥٠ في المائة من أثر اﻹلغاء من غير أن تتاح للبلدان اﻷخرى إزالة نسبة اﻟ ٥٠ في المائة كلها من اﻷثر التشويهي الراجع إلى مخطط الحدود.

" 2. Decides that the scheme of limits should be phased out in 1998 and that the allocation of additional points resulting therefrom to developing countries benefiting from its application be limited to 15 per cent of the effect of the phase-out. "
" ٢ - تقرر أن يتم اﻹلغاء التدريجي لمخطط الحدود في عام ١٩٩٨ وأن يكون توزيع النقاط الاضافية الناجمة عن ذلك على البلدان النامية المستفيدة من تطبيقه محدودا بنسبة ١٥ في المائة من أثر اﻹلغاء " .

" 3. Also decides that the scheme of limits should be phased out in accordance with resolution 48/223 B, paragraph 1 (f), and that the allocation of additional points resulting therefrom to developing countries benefiting from its application shall be limited to 15 per cent of the effect of the phase-out. "

1. Mr. YAMAK (Turkey) said that following lengthy negotiations the General Assembly had decided that, in order to reduce the impact of the phasing out of the scheme of limits during the periods 1995-1997 and 1998-2000, the resulting allocation of additional points to developing countries benefiting from its application would be limited to 15 per cent of the effect of the phase-out.
١ - السيد ياماك )تركيا(: قال إن الجمعية العامة، بعد مفاوضات طويلة، قررت، في قرارها ٤٨/٢٢٣ باء المؤرخ ٢٣ كانون اﻷول/ ديسمبر ١٩٩٣، بغية تخفيف أثر اﻹلغاء التدريجي لمخطط الحدود خلال الفترتين ١٩٩٥-١٩٩٧ و ١٩٩٨-٢٠٠٠، ألا يخصص للبلدان النامية المستفيدة من تطبيق هذه الصيغة سوى نقاط إضافية بمعدل ١٥ في المائة من آثار اﻹلغاء.
