1. The Chairman invited the Committee to begin its section-by-section consideration of the proposed programme budget for the biennium 2000-2001 (A/54/6/Rev.1). The sections would first be introduced by the Chairman of the Advisory Committee on Administrative and Budgetary Questions (ACABQ). Each section would then be considered by the Committee in first reading.

As regards paragraph 2, a preference was expressed for its deletion since it could lead to interpretative problems in practice, and because the question of suspension of performance had been deliberately left out by the Commission during the first reading.
319- وفيما يخص الفقرة 2، أُعرب عن تفضيل حذفها إذ أنها قد تؤدي في الممارسة العملية إلى مشاكل تتعلق بالتفسير وكذلك لأن مسألة تعليق الأداء قد تركتها اللجنة عمداً أثناء القراءة الأولى.

201. It was recalled that the question of treaties being provisionally applied, under article 25 of the Vienna Convention on the Law of Treaties, had been one of the issues pertaining to the scope of the draft articles raised during the first reading.

65. Mr. O'Flaherty said that the issue of fees had been included during the first reading to address the fact that the fees for the delivery of information were so high in many States that citizens effectively did not have access to it.
65 - السيد أوفلاهيرتي: قال إن مسألة الرسوم قد أدرجت أثناء القراءة الأولى لمعالجة مسألة الارتفاع الكبير لتكاليف الحصول على المعلومات في الكثير من الدول بدرجة تضعها فعلا في غير متناول المواطنين.

Some members noted that the discussion so far largely overlooked the question of State " crimes " . The Commission was reminded of its late consideration of the matter during the first reading, which had resulted in the inclusion in the part, referring to delicts, of consequences that should have been reserved for crimes, thereby depriving articles 51 to 53, on the consequences of crimes, of much of what might otherwise have been their substance.
169- ولاحظ بعض الأعضاء أن المناقشة تغفل إلى حد بعيد مسألة " جرائم " الدول وذُكِّرت اللجنة بأنها قد سبق أن بحثت المسألة أثناء القراءة الأولى مما أسفر عن تضمين الجزء، الذي يشير إلى الجنح، النتائج التي كان ينبغي أن تخصص للجرائم، ومن ثم حرمان المواد من 51 إلى 53 بشأن النتائج المترتبة على الجرائم من معظم ما كان يمكن أن يشكل مضمونها.

5. Concerning section F of the draft negotiating text, entitled " International cooperation " , delegations expressed views in a first reading on 27 February 2001 and in a round of informal exchanges on 28 February 2001.
