We would remind you that under this approach, protection of space objects from the use of force or the threat of force is ensured not by means of an additional ban on weapons placed elsewhere than in outer space, but by means of a comprehensive obligation not to resort to the use of force or the threat of force against outer space objects.

Given the rather lengthy discussion in the United Nations Outer Space Committee on some of the above-mentioned terms, the following steps could be taken to speed up work on the proposed draft treaty on the prevention of the placement of weapons in outer space, the threat or use of force against outer space objects.
ونظراً لما جرى في لجنة الأمم المتحدة المعنية بالفضاء الخارجي من نقاش مطوَّل بشأن بعض المصطلحات المذكورة أعلاه، يمكن اتخاذ الخطوات التالية لتسريع خطى العمل على وضع مشروع المعاهدة المقترح بشأن منع إقامة أسلحة في الفضاء الخارجي واستخدام القوة أو التهديد باستخدامها ضد أجسام الفضاء الخارجي.

In order to resolve one of the issues of the programme of work, the delegations of China and of the Russian Federation have also introduced their joint paper on possible elements for a future international legal agreement on the prevention of the deployment of weapons in outer space and the threat or use of force against outer space objects.

The international community therefore needs, as a matter of urgency, to initiate further measures and negotiations designed to produce a legally binding instrument prohibiting the deployment of weapons in outer space and preventing the threat or use of force against outer space objects.
وعليه، يلزم للمجتمع الدولي، على سبيل الاستعجال، أن يبدأ في اتخاذ تدابير وإجراء مفاوضات بهدف وضع صك ملزِم قانونا يحظر نشر الأسلحة في الفضاء الخارجي ويمنع التهديد باستخدام القوة أو استخدامها ضد أجسام الفضاء الخارجي.

On 12 February 2008, a draft treaty on the prevention of the placement of weapons in outer space and of the threat or use of force against outer space objects (PPWT) was presented in a timely fashion to this august body.

In June 2002, the delegations of Russia and China, together with a group of co-sponsors, tabled a working paper of the Conference on Disarmament entitled " Possible elements for a future international legal agreement on the prevention of the deployment of weapons in outer space, the threat or use of force against outer space objects " (CD/1679).
وفي حزيران/يونيه 2002، عرض وفدا روسيا والصين، مع مجموعة من البلدان المشاركة، ورقة عمل على مؤتمر نزع السلاح عنوانها " عناصر ممكنة من أجل صك قانوني دولي مقبل بشأن منع انتشار الأسلحة في الفضاء الخارجي، والتهديد بالقوة أو استخدامها ضد أجسام الفضاء الخارجي " (CD/1679).

These proposals were further elaborated in the Conference on Disarmament working paper entitled " Possible elements for a future international legal arrangement on the prevention of the deployment of weapons in outer space and the threat or use of force against outer space objects " .

12. The reference to " hostile " actions (against outer space objects) in the draft Treaty's definitions of " use of force " and " threat of force " establishes an important caveat and, thus, it may be possible to interpret the draft Treaty as not prohibiting tests against a country's own cooperative outer space objects (i.e., targets) employing ground-, sea-, or air-based weapons.
12- والإشارة إلى إجراءات " عدائية " (ضد أجسام فضائية) في التعاريف الواردة في مشروع المعاهدة ﻟ " اسعمال القوة " و " التهديد باستعمال القوة " ، فهي تشكل تحذيراً هاماً، وبالتالي قد يكون من الممكن تفسير مشروع المعاهدة بأنه لا يحظر التجارب التي يقوم بها بلد ما ضد أجسام الفضاء الخارجي التعاونية التابعة له (أي أهداف) باستخدام أسلحة أرضية أو بحرية أو جوية.
