Also, from the above discussion and unless the Parties decide otherwise, it would appear that Article 7, paragraph 3, of the Protocol and the instructions adopted under decision IX/28 support the conclusion that a consumption or production deviation which represents ODS produced in the year of the deviation and stockpiled for domestic feedstock use in a future year is not consistent with the Protocol.
28 - كما قد يبدو من المناقشة الآنفة، وما لم تقرر الأطراف خلاف ذلك، أن الفقرة 3 من المادة 7 من البروتوكول والتعليمات المعتمدة بموجب المقرر 9/28 تؤيد الاستنتاج بأن انحرافات الاستهلاك أو الإنتاج التي تمثل مواد مستنفدة للأوزون منتجة في سنة الانحراف ومخزنة من أجل استخدامها كمادة وسيطة محلياً في سنة لاحقة، لا يتسق مع البروتوكول.
