We emphasize the importance of the High Commissioner's functions in coordinating activities for the promotion and the protection of human rights throughout the United Nations system and the need to rationalize, adapt, strengthen and simplify the United Nations machinery in the sphere of human rights, with a view to increasing its efficiency and effectiveness.
