The purpose of the IAEA safeguards system is to provide assurance to the international community that nuclear material and other specified items placed under IAEA safeguards are not diverted from peaceful uses to nuclear weapons or other nuclear explosive devices.

As I stated in one of the final meetings of the Conference, although there exists a range of opinions from the perspective of the whole Conference schedule, no opposition has been expressed by any Member State to the establishment of an ad hoc committee to negotiate a treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices.

Having commented on the progress made this past year, I would be remiss if I did not also note that the Conference on Disarmament failed to commence negotiations on a convention banning the production of fissile material for nuclear weapons or other nuclear explosive devices.
وبعد أن أدليت بملاحظاتي على التقدم المحرز في العام المنصرم أرى أنني سأكون مقصرا إن لم ألاحظ أيضا أن مؤتمر نزع السلاح قد فشل في بدء المفاوضات حول وضع اتفاقية تحظر إنتاج المواد الانشطارية لغرض صنع اﻷسلحة النووية أو أية أجهزة تفجيرية نووية أخرى.

Such CSAs cover all source or special fissionable material in all peaceful nuclear activities within the territory, under the jurisdiction or carried out under the control anywhere of the State, for the exclusive purpose of verifying that such material is not diverted to nuclear weapons or other nuclear explosive devices.
وتشمل اتفاقات الضمانات الشاملة هذه جميع المواد المصدرية أو المواد الانشطارية الخاصة المستخدمة في جميع الأنشطة السلمية المضطلع بها داخل أراضي الدولة أو في ظل ولايتها أو تحت سلطانها في أي مكان، وذلك حصرا من أجل التحقق من أن هذه المواد لا تحرف في اتجاه تطوير أسلحة نووية أو أجهزة تفجيرية نووية أخرى.

For its part, IAEA has a corresponding right and obligation to ensure that safeguards are applied on all such material, for the exclusive purpose of verifying that such material is not diverted to nuclear weapons or other nuclear explosive devices.
أما فيما يتعلق بجانب الوكالة، فإن لها، في موازاة ذلك، حقا وعليها واجبا في ضمان تطبيق الضمانات على جميع هذه المواد، وذلك حصرا من أجل التحقق من أن هذه المواد لا تحرف في اتجاه تطوير أسلحة نووية أو أجهزة تفجيرية نووية أخرى.

As required under article III of the Non-Proliferation Treaty, IAEA continues successfully to apply safeguards in the vast majority of NNWSs in order to verify that nuclear material is not being diverted from peaceful uses to nuclear weapons or other nuclear explosive devices.
وحسب مقتضيات المادة الثالثة من معاهدة عدم الانتشار، تواصل الوكالة بنجاح تطبيق الضمانات في الغالبية العظمى من الدول غير الحائزة لأسلحة نووية من أجل التحقق من أن المواد النووية الموجودة فيها لا تحرَّف عن وجهة الاستخدامات السلمية في اتجاه تطوير أسلحة نووية أو أجهزة تفجيرية نووية أخرى.

2. The Conference recalls that the overwhelming majority of States entered into legally binding commitments not to receive, manufacture or otherwise acquire nuclear weapons or other nuclear explosive devices and that these undertakings have been made primarily in the context of the corresponding legally binding commitments by the nuclear-weapon States to nuclear disarmament.
2 - ويشير المؤتمر إلى أن الغالبية العظمى من الدول دخلت في التزامــــات قانونيــــة بــأن لا تتلقى أسلحة نووية أو أجهزة تفجيرية نووية أخرى أو تصنعها أو تقتنيها بأي شكل آخر، وأن هذه التعهدات أعطيت في الأساس في سياق التزام قانوني مماثل من جانب الدول الحائزة للأسلحة النووية بنزع السلاح النووي.

It affirms the importance of ensuring that nuclear material supplies delivered to them for peaceful purposes will not be used for nuclear weapons or other nuclear explosive devices. The Conference believes that such nuclear material supplies for peaceful purposes should be subject to relevant safeguards agreements concluded between the nuclear-weapon States and IAEA.
وهو يؤكد أهمية ضمان أن تلك الامدادات من المواد النووية المقدمة إلى هذه الدول لﻷغراض السلمية لن تستخدم في صنع أسلحة نووية أو أجهزة تفجيرية نووية أخرى، ويرى المؤتمر ضرورة إخضاع هذه الامدادات من المواد النووية الخاصة باﻷغراض السلمية لاتفاقات الضمانات ذات الصلة المبرمة بين الدول الحائزة لﻷسلحة النووية والوكالة الدولية للطاقة الذرية.

13. Mr. WANG Jun (China) proposed that the end of the original first sentence of working paper 7 should be amended to read " ... to acquire, develop or construct nuclear weapons or any other nuclear explosive devices. "
١٣ - السيد وانغ يون )الصين(: اقترح تعديل نهاية الجملة اﻷولى اﻷصلية لورقة العمل ٧ بحيث تصبح: " على حيازة اﻷسلحة النووية أو أي أجهزة تفجيرية نووية أخرى، أو تطويرها أو بنائها " .

:: Article III of the Non-Proliferation Treaty requires each nonnuclear-weapon State (NNWS) party to conclude an agreement with IAEA in accordance with the IAEA statute and its safeguards system in order to verify the fulfilment of the State's obligation under the Treaty not to divert nuclear energy from peaceful uses to nuclear weapons or other nuclear explosive devices.

Pursuant to the definition referred to in Article 2 of the Act, dual-use items shall mean items, including software and technology, which can be used both for civil and military purposes, and shall include all goods which can be used for both non-explosive uses and assisting in any way in the manufacture of nuclear weapons or other nuclear explosive devices.
وبموجب التعريف المشار إليه في المادة 2 من القانون، يُقصد بالمواد ذات الاستخدام المزدوج المواد التي يمكن أن تستعمل لأغراض مدنية وعسكرية على حد سواء، بما فيها البرمجيات والتكنولوجيا، وتشمل جميع السلع التي يمكن أن تستعمل سواء في استخدامات غير تفجيرية أو كعناصر تساعد بأي شكل من الأشكال في صناعة أسلحة نووية أو أجهزة تفجيرية نووية أخرى.

(a) Protocol I. Under the terms of Protocol I, which is open for signature by France, the United Kingdom and the United States, those States would undertake to apply, in respect of territories for which they are internationally responsible situated within the zone of application, the prohibitions of the Treaty in so far as they relate to the manufacture, stationing or testing of any nuclear explosive devices within those territories.
