تسوى أي منازعات تتعلق بتفسير أو تطبيق أحكام هذه المعاهدة عن طريق مشاورات ومفاوضات تجرى بين الطرفين المتعاقدين الساميين.

1 - تُنفذ أحكام هذه المعاهدة على نحو لا يعطل حق كل دولةٍ طرف في الدفاع عن النفس.

Monitor the implementation of the provisions of the present Treaty and of enactments of the Union State, and where necessary make substantiated submissions to participating States in the event that obligations deriving from them are not fulfilled;
يؤمن الرقابة على تنفيذ أحكام هذه المعاهدة ومراسيم الدولة الاتحادية ويرفع عند الضرورة؛

7. the provisions of this Treaty shall be implemented in such a manner as to avoid hampering the economic or technological development of States Parties.
7 - تُنفذ أحكام هذه المعاهدة على نحو يحول دون تعطيل التطور الاقتصادي أو التكنولوجي للدول الأطراف.

Each State Party shall adopt appropriate national measures and policies as may be necessary to enforce national laws and regulations and implement the provisions of this Treaty.
تعتمد كل دولة طرف التدابير والسياسات الوطنية المناسبة حسب ما يقتضيه إنفاذ القوانين واللوائح الوطنية وتنفيذ أحكام هذه المعاهدة.

31. States parties shall cooperate closely with one another, consistent with their respective domestic legal and administrative systems, to enhance the effectiveness of law enforcement institutions to combat violations of the provisions of this Treaty.
31 - تتعاون الدول الأطراف فيما بينها تعاونا وثيقا، بما يتوافق مع النظم القانونية والإدارية الداخلية لكل منها، لكي تعزز فعالية مؤسسات إنفاذ القانون من أجل التصدي لانتهاكات أحكام هذه المعاهدة.

We reiterate our understanding that, in line with the principle of nonretroactivity of law, the provisions of this Treaty will be applicable to activities undertaken by States after the treaty enters into force for them; in other words it will regulate only future activities.
ونؤكد مجددا إدراكنا بأنه تماشيا مع مبدأ عدم رجعية القانون، فإن أحكام هذه المعاهدة ستنطبق على الأنشطة التي تضطلع بها الدول بعد دخول المعاهدة حيز النفاذ بالنسبة إليها؛ وبعبارة أخرى فإنها ستنظم فقط الأنشطة التي ستتم في المستقبل فقط.

If a dispute arises between States Parties concerning the application or the interpretation of the provisions of this Treaty, the parties concerned shall first consult together with a view to settling the dispute by negotiation and cooperation.
إذا ما نشأ بين الدول الأطراف نزاع فيما يتعلق بتطبيق أحكام هذه المعاهدة أو تفسيرها، تتشاور أولاً الأطراف المعنية فيما بينها بغرض تسوية النزاع عن طريق التفاوض والتعاون.

14. No State Party shall interpret the provisions of this Treaty as restricting the international exchange of data for scientific purposes.
٤١- لا يجوز ﻷي دولة طرف تفسير أحكام هذه المعاهدة على أنها تقيﱢد التبادل الدولي للبيانات ﻷغراض علمية.

The Parties shall ensure the responsibility of officials of their State authorities for implementing the provisions of this Treaty and decisions by the joint bodies to administer integration.
تضمن اﻷطراف أن يتحمل موظفو السلطات الحكومية فيها المسؤولية عن تنفيذ أحكام هذه المعاهدة وقرارات اﻷجهزة المشتركة ﻹدارة التكامل.

The Council of Ministers for Foreign Affairs shall ensure the application of the provisions of this Treaty and compliance with the obligations set forth therein.
المادة ١٦ - يتابع مجلس وزراء الخارجية تطبيق أحكام هذه المعاهدة وتنفيذ الالتزامات التي تنص عليها.

4. [Each State Party shall have the right to make its own interpretation and determination as to the nature of any event having relevance to this Treaty occurring in the course of the implementation of this Treaty and as to the conformity of that event with the provisions of this Treaty.]
٤- ]لكل دولة طرف الحق في أن تتوصل بنفسها إلى تفسيرها وتحديدها فيما يتعلق بطبيعة أي ظاهرة لها صلة بهذه المعاهدة تقع أثناء تنفيذ هذه المعاهدة وبمدى اتفاق تلك الظاهرة مع أحكام هذه المعاهدة.[

2. States Parties shall cooperate closely with one another, consistent with their respective domestic legal and administrative systems, to enhance the effectiveness of law enforcement institutions in combating violations of the provisions of this Treaty.
2 - تتعاون الدول الأطراف فيما بينها تعاونا وثيقا، بما يتوافق مع نظمها القانونية والإدارية الداخلية، لكي تعزز فعالية مؤسسات إنفاذ القانون من أجل التصدي لانتهاكات أحكام هذه المعاهدة.

3. States Parties shall, when appropriate, afford one another the widest measure of mutual legal assistance in investigations, prosecutions and judicial proceedings in relation to the violations of the provisions of this Treaty.
3 - تقوم الدول الأطراف، عند الاقتضاء، بتوفير أكبر قدر ممكن من المساعدة القانونية المتبادلة لبعضها البعض، وذلك في التحقيقات والمحاكمات والإجراءات القضائية ذات الصلة بانتهاك أحكام هذه المعاهدة.

the provisions of the present Treaty shall not apply to disputes which the Parties have agreed or may agree to submit to another procedure of peaceful settlement.
لا تسري أحكام هذه المعاهدة على المنازعات التي وافق أو قد يوافق الطرفان فيها على اتخاذ إجراء آخر للتسوية السلمية.

the provisions of the present Treaty shall not apply to disputes relating to facts or situations that predate the entry into force of the present Treaty between the parties to the dispute.
لا تسري أحكام هذه المعاهدة على المنازعات المتعلقة بالوقائع أو الحالات التي يسبق تاريخها تاريخ بدء نفاذ هذه المعاهدة بين طرفي المنازعة.

2. The participating States shall not assume international obligations that contradict the provisions of the present Treaty.
٢ - يتعين على الدولتين المتعاهدتين عدم الدخول في التزامات دولية تتعارض مع أحكام هذه المعاهدة.
