Having noted the comments made by a number of delegations on the performance of the Conference on Disarmament during its 1997 session, I pointed out to the Committee that after the intensive negotiations conducted by the Conference on a Comprehensive Nuclear-Test-Ban Treaty (CTBT) it had to pause for a while and take stock of the situation before committing itself to a fresh round of negotiations on another disarmament issue or issues.
