62. Article 2 of the International Covenant on Civil and Political Rights, to which Zaire is a party, requires States to respect, and to ensure to all individuals within their territory and subject to their jurisdiction, the rights recognized in the Covenant.
٢٦- تكرس المادة ٢ من العهد الدولي الخاص بالحقوق المدنية والسياسية - الذي أصبحت دولة زائير طرفا فيه - الواجب الدولي للدول في احترام وضمان الحقوق المعترف بها في هذا الصك لجميع اﻷفراد الموجودين على أراضيها والخاضعين لولايتها.

The International Covenant on Civil and Political Rights, in article 2, requires States to ensure that the human rights of all individuals within their territory and subject to their jurisdiction will be ensured and respected without distinction of any kind including on the basis of language.
فالعهد الدولي الخاص بالحقوق المدنية والسياسية، في المادة 2، يطلب من الدول أن تكفل احترام حقوق الإنسان لجميع الأفراد الموجودين داخل أراضيها والخاضعين لولايتها دون تمييز من أي نوع، بما في ذلك التمييز القائم على أساس اللغة.

4.14 Finally, as to the claim under article 16, the State party recognizes the author as a person before the law and accepts its obligation to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant.
٤-١٤ وأخيرا فبالنسبة للادعاء في إطار المادة ١٦ تعترف الدولة الطرف بالشاكي بوصفه شخصا أمام القانون، وتقبل بالتزام أن تكفل لكل اﻷشخاص على أراضيها والخاضعين لولايتها الحقوق المسلم بها في العهد.
