In his statement at the ceremony for the signing of the Convention, Ambassador Arba Diallo stated:
وقد قال السفير أربا ديالو في كلمته التي ألقاها في حفل التوقيع على الاتفاقية:

Well-deserved congratulations also go to the members of the Board of the Committee and its Executive Secretary, Mr. Hama Arba Diallo.
كما أتوجه بتهنئة في محلها الى أعضاء مكتب اللجنة وأمينها التنفيذي، السيد هاما أربا ديالو.

Thanks to the competence and the hard work of the secretariat of Mr. Arba Diallo and to the constructive efforts of all negotiators we were able to negotiate a robust Convention, which has already, as you, recalled, Sir, been signed by 87 countries at the ceremony organized by the French Government in Paris just a few days ago.
وبفضل ما أظهرته اﻷمانة التي تتبع السيد أربا ديالو من كفاءة وما قامت به من عمل شاق، باﻹضافة إلى الجهود البناءة التي بذلها جميع المتفاوضين، استطعنا أن نتفاوض وأن نتوصل إلى اتفاقية قوية وقﱠعها، كما تتذكرون سيدي الرئيس، ٨٧ بلدا في الاحتفال الذي نظمته الحكومة الفرنسية في باريس قبل بضعة أيام فقط.

This undertaking could not have succeeded without the well-known foresight and dynamism of Ambassador Bo Kjellén, who chaired the Intergovernmental Negotiating Committee, and Ambassador Arba Diallo, the Executive Secretary, both of whom gave a decisive impetus to the negotiations.
وما كان لهذه المهمة أن تنجح لو لم تتح لها البصيرة النافذة والدينامية المعروفتان تماما عن السفير بن كيلين الذي ترأس لجنة التفاوض الحكومية الدولية والسفير أربا ديالو اﻷمين التنفيذي، فكلاهما أعطى زخما حاسما للمفاوضات.

We have had several meetings with Mr. Hama Arba Diallo and Ambassador Bob Ryan with the purpose of identifying how we can support the implementation of the Convention, and we look forward to continued strong partnership in this area.
وقد عقدنا عدة اجتماعات مع السيد هما أربا ديالو والسفير بوب رايان بهدف تحديد الطريقة التي يمكن بها أن ندعم تنفيذ الاتفاقية، ونحن نتطلع إلى مواصلة الشراكة القوية في هذا المجال.

The head of the Conference secretariat is Mr. Hama Arba Diallo (Executive Secretary of the secretariat of the Convention).

I naturally express fraternal feelings to Ambassador Hama Arba Diallo, Executive Secretary of the Committee, whose conviction, tenacity and personal commitment, with the support of a team of men and women of great skill and dedication, made it possible to provide optimal conditions for the Committee's work.
ومن الطبيعي أن أعرب عن ما أحسه من مشاعر اﻷخوة للسفير أربا ديالو اﻷمين التنفيذي للجنة، الذي بفضل اقتناعه وثباته والتزامه الشخصي، إلى جانب الدعم الذي قدمه له فريق من الرجال والنساء أظهر مهارة عالية وتفانيا مخلصا، أمكن تهيئة ظروف مثالية لعمل اللجنة.

8. As requested by the Conference of the Parties, the Secretary-General, after consultation with the Bureau of the Conference of the Parties, appointed Mr. Hama Arba Diallo as the first head of the secretariat with the title of Executive Secretary, at the level of Assistant Secretary-General for a three-year period starting on 1 January 1999.
٨- وكما طلب مؤتمر اﻷطراف، قام اﻷمين العام، بعد التشاور مع مكتب مؤتمر اﻷطراف، بتعيين السيد هاما أربا ديالو أول رئيس لﻷمانة بلقب أمين تنفيذي وبرتبة أمين عام مساعد لفترة ثلاث سنوات ابتداء من ١ كانون الثاني/يناير ١٩٩٩.
