In adopting the Declaration on the Right to Development, the General Assembly, in resolution 41/128, recognized that development is a comprehensive, cultural, political, economic, and social process which aims at constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and the fair distribution of benefits resulting therefrom.
28- اعترفت الجمعية العامة، باعتمادها إعلان الحق في التنمية في القرار 41/128، أن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها.

33. In this context, we reaffirm that development is a comprehensive economic, social, cultural and political process that aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom as recognized in the Declaration on the Right to Development.
٣٣ - وفي هذا السياق، نؤكد مجددا أن التنميةَ عمليةٌ اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاه السكان والأفراد أجمعين على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها على نحو ما أقره الإعلان المتعلق بالحق في التنمية.

Several candidates were apparently excluded on the basis of their involvement in the post-election protests in 2009, violating their rights to freedom of opinion and expression, freedom of peaceful assembly and freedom of association.

Article 2 (3) of the Declaration on the Right to Development made it clear that States had not only the right but also the duty to formulate appropriate national development policies that aimed at the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom.
فقد بينت المادة ٢)٣( من إعلان الحق في التنمية، بوضوح، أن الدول ليس لها الحق فحسب وإنما عليها أيضا واجب في صياغة السياسات اﻹنمائية الوطنية الملائمة التي تهدف الى التحسين المتواصل لرفاه جميع السكان وجميع اﻷفراد، على أساس مشاركتهم بنشاط وحرية وفائدة في التنمية وفي التوزيع العادل للمكاسب الناتجة عنها.

For example, according to article 2, paragraph 3, such a development process would be " the constant improvement of the well-being of the entire population and of all individuals, on the basis of their actions, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom " .
فعلى سبيل المثال تفيد الفقرة 3 من المادة 2 على أن من شأن هذه العملية " التحسين المستمر لرفاهية جميع السكان وجميع الأفراد على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها " .
