Methodologically, given that PPP is based on hypothetical, non-existent currency conversion rates, it was not suitable for the purposes of assessing Member States' capacity to pay.

In the meantime, the Committee recalled its conclusion that market exchange rates should be used for the purposes of the scale, except where that would cause excessive fluctuations or distortions in the income of some Member States, when price-adjusted rates of exchange or other appropriate conversion rates should be employed (A/51/11, para. 77).
وفي الوقت نفسه، ذكرت اللجنة باستنتاجها القائل بضرورة استعمال أسعار الصرف السوقية ﻷغراض إعداد الجدول، إلا في الحالات التي يؤدي فيها هذا الاستعمال إلى تقلبات أو تشوهات مفرطة في دخل بعض الدول اﻷعضاء، حيث ينبغي استعمال أسعار صرف معدلة حسب اﻷسعار أو أسعار تحويل مناسبة أخرى )A/51/11، الفقرة ٧٧(.

With respect to the exchange rates to be used to convert local currency data to United States dollars, the Committee had recalled its previous conclusion that market exchange rates (MERs) should be used except where that caused excessive fluctuations or distortions in the income of some Member States, when price-adjusted rates of exchange (PAREs) or other appropriate conversion rates should be used.
4 - وفيما يتعلق بأسعار الصرف التي ستستخدم لتحويل بيانات العملة المحلية إلى دولارات الولايات المتحدة، قال إن اللجنة استذكرت استنتاجها السابق بأن أسعار الصرف السائدة في السوق ينبغي أن تستخدم ما لم يتسبب ذلك في تقلبات أو تشوهات في دخل بعض الدول الأعضاء، حيث ينبغي عندئذ استخدام أسعار الصرف المعدلة حسب الأسعار أو أي أسعار تحويل مناسبة أخرى.

23. In response to a request for advice on the proper interpretation of General Assembly resolution 55/5 B as it relates to the use of conversion rates other than MERs, the Legal Counsel advised that authoritative interpretation of General Assembly resolutions concerning the scale of assessments can be made only by the Assembly itself, or by the Committee on Contributions within the competence given to it by the Assembly.
23 - واستجابة لطلب تقديم مشورة بشأن التفسير الصحيح لقرار الجمعية العامة 55/5 باء من حيث صلته باستخدام أسعار تحويل غير أسعار الصرف السوقية، أفاد المستشار القانوني بأن الجمعية العامة وحدها هي التي يمكنها أن تعطي تفسيرا رسميا لقرارات الجمعية العامة المتعلقة بجدول الأنصبة المقررة، أو لجنة الاشتراكات في حدود الاختصاص الممنوح لها من الجمعية.
