357. The General Assembly indicated that consultants should not perform the functions of staff members of the Organization and, where consultants are frequently hired for a period of more than one year, the establishment of posts should be considered (resolution 59/266).

At its sixty-sixth session, the General Assembly recalled section III of its resolution 60/283 and paragraph 115 of its resolution 66/246 and took note of the report of the Secretary-General on limited budgetary discretion.

In its resolution 59/241 of 22 December 2004, the General Assembly recalled the decision to devote a high-level dialogue to international migration and development during its sixty-first session and reconfirmed that the Secretary-General would report to the General Assembly at its sixtieth session on the organizational details of the high-level dialogue.

6. In its resolution 61/243 of 22 December 2006, the General Assembly recalled its decision in resolution 55/235 to review the structure of levels of contribution for peacekeeping operations after nine years, and decided to carry out the review at its sixty-fourth session.

In the same resolution, the General Assembly recalled its resolution 62/173, in which it had endorsed the recommendations made by the Intergovernmental Group of Experts on Lessons Learned from United Nations Congresses on Crime Prevention and Criminal Justice at its meeting, held in Bangkok from 15 to 18 August 2006 (see E/CN.15/2007/6).

At the same session, the General Assembly recalled the need to review periodically the Staff Rules and to report annually to the Assembly the full text of provisional staff rules and amendments (decision 47/457 B).
وفي الدورة ذاتها، أشارت الجمعية العامة إلى ضرورة استعراض النظام اﻹداري للموظفين دوريا وبموافاة الجمعية العامة بتقرير سنوي عن النص الكامل للنظام اﻹداري للموظفين والتعديلات المؤقتة على قواعد ذلك النظام )المقرر ٤٧/٤٥٧ باء(.

In that resolution the Assembly recalled the report of the Special Coordinator for membership designated by the Conference, Ambassador O'Sullivan of Australia, and the subsequent statement made by the Special Coordinator on 26 August 1993, recommending a dynamic solution to the question of membership.
وفي ذلك القرار، أشارت الجمعية العامة إلى تقرير المنسق الخاص للعضوية السفير أوسوليفان ممثل استراليا الذي عينه المؤتمر، وإلى البيان الذي أدلى به بعد ذلك المنسق الخاص فــي ٢٦ آب/أغسطس ١٩٩٣، والذي يوصي فيه بإيجاد حــل دينامي لمسألة العضوية.

In the resolution, the Assembly recalled the advisory opinion rendered on 9 July 2004 by the International Court of Justice on the " Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory " (see A/ES-10/273 and Corr.1), and recalled also its resolution ES-10/15 of 20 July 2004.
وفي نفس القرار أشارت الجمعية العامة إلى الفتوى التي أصدرتها محكمة العدل الدولية في 9 تموز/يوليه 2004 بشأن " الآثار القانونية الناشئة عن تشييد جدار في الأرض الفلسطينية المحتلة " كما أشارت إلى قرارها ES-10/15 المؤرخ 20 تموز/يوليه 2004.

In paragraph 17 of its resolution 64/283, the General Assembly noted that no provision for support to the referenda had been included in the budget for 2010/11 and decided to revert to the issue, as required, during its sixty-fifth session to allocate the necessary resources.
وفي الفقرة 17 من القرار 64/283، أشارت الجمعية العامة إلى عدم إدراج اعتماد لهذين الاستفتاءين في ميزانية الفترة 2010/2011، وقررت معاودة النظر في هذه المسألة خلال الدورة الخامسة والستين لتخصيص الموارد اللازمة.

2. In its resolution 53/120, the General Assembly referred to its earlier invitation to the Secretary-General to prepare a report on further actions and initiatives that might be considered during the review in order to achieve gender equality through attention to mainstreaming a gender perspective and to common trends and themes across the 12 critical areas of concern.
٢ - وفي القرار ٥٣/١٢٠، أشارت الجمعية العامة إلى الدعوة التي سبق أن وجهتها إلى اﻷمين العام ﻹعداد تقرير عن اﻹجراءات والمبادرات اﻷخرى التي يمكن النظر فيها أثناء الاستعراض من أجل تحقيق المساواة بين الجنسين من خلال إيلاء الاهتمام ﻹدماج منظور يراعي نوع الجنس في اﻷنشطة الرئيسية وللاتجاهات والمواضيع المشتركة الشاملة لمجالات الاهتمام الحاسمة اﻹثنى عشر.

In paragraph 23 of that resolution, the Assembly indicated that particular attention should be given to the feasibility of nationalizing Field Service posts and improving the ratio of substantive to support staff (A/67/780, para. 55).
وفي الفقرة 23 من ذلك القرار، أشارت الجمعية العامة إلى أنه ينبغي إيلاء اهتمام خاص بإمكانية تحويل وظائف الخدمة الميدانية إلى وظائف وطنية وزيادة النسبة بين الموظفين الأساسيين وموظفي الدعم (A/67/780، الفقرة 55).

Yet shortly after the report was issued by the Secretary-General, the General Assembly indicated that for scheduling reasons it could not consider the report at the resumed part of its sixty-second session as initially planned but would do so during the main part of its sixty-third session, in the autumn of 2008.
ولكن بعد فترة قصيرة من صدور تقرير الأمين العام، أشارت الجمعية العامة إلى أنها لأسباب تتعلق بتحديد الجدول الزمني لا تستطيع النظر في التقرير في الجزء المستأنف من دورتها الثانية والستين، كما كان مزمعا في البداية، ولكنها ستفعل ذلك أثناء الجزء الرئيسي من دورتها الثالثة والستين المقرر عقدها في خريف عام 2008.

In addition, the Assembly noted that the report would contain both financial and programme information, and that it would be complementary in nature and would not replace the report of the Secretary-General on the work of the Organization required under Article 98 of the Charter of the United Nations, nor would it replace reports that are subject to the consideration of the Fifth Committee.
وإضافة إلى ذلك أشارت الجمعية العامة إلى أن التقرير سيتضمن معلومات مالية وبرنامجية على السواء وإلى أنه سيكون ذا طابع تكميلي ولن يحل محل تقرير الأمين العام عن أعمال المنظمة المطلوب بموجب المادة 98 من ميثاق الأمم المتحدة، ولا محل التقارير التي تخضع لنظر اللجنة الخامسة.
