فقد أشار بعض الوفود الى أن أي تعريف يقتصر على الاشارة الى " الحصول .. على منفعة مالية أو منفعة مادية أخرى " كدافع للنشاط الاجرامي هو تعريف محدود بشكل مفرط ، نظرا للولاية المسندة من الجمعية العامة الى اللجنة المخصصة .
