At the outset I would like to extend my sincere appreciation to all the members of the Conference for the good will which the delegations have displayed to continue our work in a structured fashion in the framework of the Conference, particularly during the adoption of the agenda at our last meeting.
وأود بداية أن أعرب عن تقديري الخالص لجميع أعضاء المؤتمر على حسن الإرادة التي أبدتها جميع الوفود لمواصلة أشغالنا بطريقة منظمة في إطار المؤتمر، وبخاصة عند إقرار جدول الأعمال خلال جلستنا الأخيرة.

This is really a positive point and shows clearly that we are coming closer to the desired consensus, which, in the view of the Algerian delegation, is perhaps an expression of the kind of optimism that should be the hallmark of our work.

When we began our work in 2006, in accordance with the calendar of activities proposed by the P-6, the aim was to begin discussions on all the agenda items - serious discussions, conducted in good faith, with a view to identifying the points on which consensus could be achieved and allowing us to adopt a programme of work.
سيدي الرئيس، عندما باشرنا أشغالنا في 2006، وفق الخطة التي اقترحها الرؤساء الستة كانت الغاية من ذلك هي مباشرة نقاشات حول مجمل بنود جدول الأعمال، مناقشات جادة وبنية حسنة من أجل استخلاص النقاط التي يمكن أن تكون موضوع توافق في الآراء وتشكل برنامج عمل.

Finally, in order for the Conference on Disarmament to fulfil its main function as the only disarmament negotiating body, Japan would like to re-emphasize the importance of continuing our work to find consensus on a negotiating mandate in parallel with our substantive discussions.
وأخيراً، لكي يؤدي المؤتمر وظيفته الأساسية بوصفه الهيئة الوحيدة للتفاوض بشأن نزع السلاح، تود اليابان أن تشدد مجدداً على أهمية مواصلة أشغالنا من أجل التوصل إلى توافق للآراء بشأن ولاية تفاوضية بموازاة مناقشاتنا الجوهرية.

You, Madam President, noted a number of elements of consensus concerning the new issues, and the progress made in the consensus on this last year has placed our work in the First Committee, the intersessional consultations held by the Ambassador of Japan, in a particularly constructive atmosphere.
فلقد لاحظت أنت، السيدة الرئيسة، عدداً من عناصر التوافق في الآراء فيما يتعلق بالقضايا الجديدة, وإن التقدم الذي أُحرز في السنة الماضية للوصول إلى توافق الآراء بخصوص هذه النقطة، قد وضع أشغالنا خلال الجلسة الأولى، وهي المشاورات فيما بين الدورات التي عقدتها سفيرة اليابان، في جو بناء جداً.

We hope that the positive climate and the spirit of cooperation and mutual respect that have characterized our work in the Conference will prevail over the work of the first session, so that we can step up our collective multilateral action with a view to making progress towards achieving the issues that I mentioned previously, which will also be the subject of General Assembly resolutions.
ونتطلع، السيد الرئيس، إلى أن يسود الجو الإيجابي وروح التعاون والاحترام المتبادل التي طبعت أشغالنا في المؤتمر، نتطلع سيدي الرئيس أن يسود هذا الجو أيضاً في أشغال الدورة الأولى حتى نستطيع أن نفعل العمل الجماعي المتعدد الأطراف المثمر من أجل تحقيق تقدم في المسائل التي أتيت على ذكرها سابقاً والتي ستكون أيضاً موضوع قرارات الجمعية العامة.

The excellent ties of friendship and fruitful cooperation that Tunisia enjoys with all the member States of the Conference will facilitate and strengthen the dialogue, which is a fundamental tool for dealing with the Conference agenda and calendar of activities, and which could create opportunities to guarantee the success of our work in the interests of security and stability in the world.
السيد عبد الله (تونس) إن علاقات الصداقة المتميزة والتعاون المثمر التي تجمع تونس بكافة أعضاء المؤتمر من شأنها أن تُيسِّر وتُعزِّز الحوار كمنهج أساسي في التعامل مع جدول أعمال ورزنامة أنشطة المؤتمر بما من شأنه أن يؤمِّن فُرص نجاح أشغالنا خدمة للأمن والاستقرار في العالم.

Mr. KHELIF (Algeria) (spoke in Arabic): Mr. President, as this is the first time that the Algerian delegation has taken the floor under your presidency, the Algerian delegation would like to congratulate you on your assumption of the presidency and to express our support for you in achieving progress in our work.

Mr. President, in order to assess the possibilities for making progress in our work, we call on you to continue your consultations on the basis of the documents and decisions that have the support of many States, in particular document CD/1864, and focus on the related background issues, rather than taking new courses of action and raising new questions that could lead us further from reaching consensus on our programme of work.
السيد الرئيس، من أجل فحص إمكانية التقدم في أشغالنا نحن ندعوكم أن تواصلوا مشاوراتكم على أساس الوثائق والقرارات التي تحوز على دعم عدد كبير من الدول ولا سيما الوثيقة CD/1864 والتركيز على المسائل الخلافية فيها بدلاً من الدخول في مسارات جديدة ومسائل جديدة يمكنها أن تُبعدنا أكثر عن التوافق في الآراء حول برنامج عملنا.
