By a letter dated 16 December 1997 (S/1997/980), the President of the Security Council conveyed to me the support expressed by members of the Council for the implementation of the two proposals I had made in my previous report, namely, the dispatch of a technical survey team to Sierra Leone and the reopening of a small liaison office in Sierra Leone.

It shared the view expressed by members of the Council and by petitioners that the plebiscite should not be held before the pending legal challenge to the November 1992 referendum was exhausted, and that a visiting mission should not be sent to Palau until there had been final adjudication of that legal challenge, to be heard on 27 May 1993, well before the scheduled plebiscite.
