May I stress here that the purpose of this proposal is not to replace the current efforts to reach agreement on a programme of work but to facilitate and serve as a preparatory process leading to and supportive of reaching consensus on a programme of work which, in turn, will enable us to start our substantive work.

At the same time, I would continue the work of my predecessor of translating the Conference's agenda into a programme of work so that we could proceed expeditiously to our substantive work, which is - you will agree with me - long, long overdue.

Clearly, and Ambassador Aye was the first to observe this in his closing remarks last week, the fact that we could immediately, at the very beginning of this year's session of the Conference, take up our substantive work, reflects the priority we collectively attach at this moment to the negotiations on a comprehensive test-ban treaty.

Immediately after that we will resume the plenary meeting to give official confirmation to the agreement of the members of the Conference to the requests for participation by non-member States. This afternoon and tomorrow I shall intensively pursue my consultations with the members on all pending organizational questions, so that we can start our substantive work as of next Thursday.
وبعد ذلك مباشرةً سنستأنف الجلسة العامة بغية التثبيت الرسمي لاتفاق أعضاء المؤتمر على طلبات المشاركة المقدمة من دول غير أعضاء وسأنكبّ بعد ظهر اليوم وفي الغد على متابعة مشاوراتي مع اﻷعضاء بشأن جميع المسائل التنظيمية المعلﱠقة، كيما يتسنى لنا أن نبدأ أعمالنا الموضوعية اعتباراً من يوم الخميس القادم.

Why isn't the current melon ripe yet? Allow me to enumerate a few points: first, we still don't know what steps these Chairmen of Working Groups and Special Coordinators will next take in presiding over our substantive work; at the moment we only know their names.

The President (spoke in Spanish): Before we conclude our substantive work today, I would like to invite the Conference to take a decision on the requests for participation in our work by States that are not members of the Conference.
الرئيس (تكلم بالإسبانية): قبل أن نختتم أعمالنا الموضوعية لهذا اليوم، أود أن أدعو المؤتمر إلى أن يتخذ قراراً بشأن طلبين للمشاركة في أعمالنا قدمتهما دولتان ليستا من أعضاء المؤتمر.

Neither the intensive efforts of my two predecessors, Ambassador Grey of the United States of America and Ambassador Rodríguez Cedeño of Venezuela, nor my own attempts aimed at developing a consensus on how to deal with the two outstanding issues on our programme of work, namely, nuclear disarmament and prevention of an arms race in outer space, have yet resulted in a formula acceptable to all which would allow us to start our substantive work.
فلا الجهود الكثيفة التي بذلها سلفيَّ، السيد غرَي سفير الولايات المتحدة الأمريكية والسيد رودريغِس سدنيو سفير فنزويلا، ولا جهودي أنا الرامية إلى إيجاد توافق للآراء بشأن كيفية معالجة المسألتين المدرجتين في برنامج عملنا اللتين لم يبت فيهما، وهما نزع السلاح النووي ومنع سباق التسلح في الفضاء الخارجي، قد أسفرت بعد عن وضع صيغة مقبولة لدى الجميع، تتيح لنا الشروع في أعمالنا الموضوعية.

I have no magic solution to the dilemmas that you have presented to us, Sir, other than to say that I am confident that if we can maintain a positive working environment in the Disarmament Commission under your leadership, we will be able to find a way out of using the three days that we are being deprived of for procedural and report-writing work and will be in a position to conclude our substantive work in the time we have before us.
ليس لدي حل سحري للمعضلات التي عرضتموها علينا، سيدي، غير أنـي أقول لكم إنني واثق بأنه إذا استطعنا الحفاظ على بيئة عمل إيجابية في هيئة نزع السلاح تحت قيادتكم سنـتمكن من إيجاد مخرج لاستخدام الأيام الثلاثة التي حُرمنا منها بسبب الأعمال الإجرائية وكتابة التقارير، وسنكون قادرين على إنهاء أعمالنا الموضوعية في الوقت المتاح لنا.
