رابعا: يجب محاسبة ومعاقبة المسؤولين عن أعمال إبادة اﻷجناس والجرائم المرتكبة بحق اﻹنسانية، وهذا يقتضي أن تباشر المحكمة الدولية المنشأة لهذا الغرض مهامها بدون إبطاء، وتمكينها من ذلك.

It reiterates its profound concern about radio stations which incite hatred and acts of genocide and encourages Member States and others concerned to cooperate in the identification and dismantling of them.

3. They also request the Government to demand the establishment of an international criminal tribunal to try all the perpetrators and punish the acts of genocide to be identified.
٣ - ويطلبون أيضا إلى الحكومة المطالبة بتشكيل محكمة جنائية دولية تختص بمحاكمة جميع مرتكبي أعمال إبادة اﻷجناس التي سيجري تحديدها وقمعها.

" ٦ - يجب أن يكون لدى حكومة البوسنة والهرسك الوسائل للدفاع عن شعب ودولة البوسنة والهرسك ضد أعمال إبادة اﻷجناس والتقسيم والتمزيق بوسائل إبادة اﻷجناس.

" 7. That all Contracting Parties to the genocide Convention have the obligation thereunder'to prevent'acts of genocide, and partition and dismemberment by means of genocide, against the people and State of Bosnia and Herzegovina.
" ٧ - إن جميع اﻷطراف المتعاقدة في اتفاقية إبادة اﻷجناس ملزمة بموجبها " بمنع " أعمال إبادة اﻷجناس والتقسيم والتمزيق بوسائل إبادة اﻷجناس، ضد شعب ودولة البوسنة والهرسك.

The Government has a difficult road ahead in establishing safety and security for all and in creating a climate where those who have participated in the genocide can be held accountable while others rebuild their lives without fear of revenge or retribution.
كما أن الحكومة في بداية طريق شاقة لتوطيد السلامة واﻷمن للجميع ولتهيئة مناخ يتسنى فيه مساءلة الذين شاركوا في أعمال إبادة اﻷجناس مع منح فرصة لﻵخرين ﻹعادة بناء حياتهم دون خوف من الثأر أو الانتقام.

The sanctions hence amount to an act of direct and typical genocide of THE INTERNATIONAL community against the peoples of Yugoslavia.
ومن ثم فإن الجزاءات تشكل عملا مباشرة من أعمال إبادة اﻷجناس المنتظمة يقوم به المجتمع الدولي بحق شعب يوغوسلافيا.
