1.8 Measures taken by Costa Rica to criminalize the use of its territories for the purpose of committing terrorist acts against other States or their citizens or for the purpose of financing, planning and facilitating of terrorist acts against other States or their citizens, even though no related terrorist acts have actually been committed or attempted.
1-8 التدابير التي اتخذتها كوستاريكا لتجريم استخدام أراضيها لارتكاب أعمال إرهابية ضد دول أخرى أو رعايا دول أخرى أو لتمويل وتخطيط وتسهيل أعمال إرهابية ضد دول أخرى أو رعايا دول أخرى حتى وإن لم تكن النية تتجه نحو ارتكاب عمل إرهابي محدد.

21. States should honour their obligation under international law and international humanitarian law to combat terrorism by prosecuting or extraditing the perpetrators and preventing them from organizing, instigating or financing terrorist acts against other States from within or outside their territory.
21 - وأضاف قائلا إنه ينبغي أن تفي الدول بالالتزامات المنوطة بها بموجب القانون الدولي والقانون الدولي الإنساني بغية مكافحة الإرهاب عن طريق محاكمة مرتكبيه أو تسليمهم ومنعهم من تنظيم أعمال إرهابية ضد دول أخرى من داخل أراضيها أو من خارجها، ومنع التحريض على ارتكابها أو تمويلها.

(d) Harbouring, financing, facilitating, supporting, organizing, training or inciting individuals or groups to perpetrate acts of violence or terrorist acts against other States or their citizens in the region;
(د) يقومون بإيواء أفراد أو جماعات أو تمويلهم لارتكاب أعمال عنف أو أعمال إرهابية ضد دول أخرى أو مواطنيها في المنطقة، أو ييسرون قيامهم بها أو يدعمونهم أو ينظمونهم أو يدربونهم أو يحرضونهم على ارتكابها؛

(d) as harbouring, financing, facilitating, supporting, organizing, training, or inciting individuals or groups to perpetrate acts of violence or terrorist acts against other States or their citizens in the region;
(د) يقومون بإيواء أفراد أو جماعات أو تمويلهم لارتكاب أعمال عنف أو أعمال إرهابية ضد دول أخرى أو مواطنيها في المنطقة، أو ييسرون قيامهم بها أو يدعمونهم أو ينظمونهم أو يدربونهم أو يحرضونهم على ارتكابها؛

Ten States prohibit the use of their territories to commit or prepare terrorists acts against other States or their citizens; five have done so partially; one has not done so at all; and five have not provided sufficient information in this regard.
