52. Eritrea's lack of cooperation with UNMEE and the arbitrary restrictions placed on it are particularly worrying since the Mission was established at the request of Ethiopia and Eritrea, pursuant to the Agreement on Cessation of Hostilities of 18 June 2000, which both parties entered into voluntarily.
52 - كما أن عدم تعاون إريتريا مع بعثة الأمم المتحدة والقيود الاعتباطية التي تفرضها عليها أمران يثيران قلقا خاصا، لا سيما وأن إنشاء البعثة جاء بناء على طلب إثيوبيا وإريتريا عملا باتفاق وقف أعمال القتال المؤرخ 18 حزيران/يونيه 2000 الذي أبرمه الطرفان بمحض إرادتهما.

This temporary relocation is without prejudice to any of the provisions of the Agreement on Cessation of Hostilities of 18 June 2000, including the sanctity of the Temporary Security Zone.

They welcomed the statement issued by my spokesperson on 5 February 2008 clarifying that the forced temporary relocation of the Mission was without prejudice to the provisions of the Agreement on Cessation of Hostilities of 18 June 2000, including the integrity of the Temporary Security Zone.
ورحبت بالبيان الصادر عن المتحدث الرسمي باسمي في 5 شباط/فبراير 2008 موضحا أن النقل الاضطراري المؤقت للبعثة لا يخل بأحكام اتفاق وقف أعمال القتال المؤرخ 18 حزيران/يونيه 2000، بما في ذلك حرمة المنطقة الأمنية المؤقتة.

It is therefore important to set out the context of the developments leading to the temporary relocation of the Mission and to recount pertinent events since the signing by Eritrea and Ethiopia, in Algiers, of the Agreement on Cessation of Hostilities of 18 June 2000 and the Comprehensive Peace Agreement of 12 December 2000.

3. Reiterates its call upon Eritrea and Ethiopia to maintain their full commitment to the Agreement on Cessation of Hostilities of 18 June 2000, and to de-escalate the situation, including by returning to the 16 December 2004 levels of deployment;

In view of the heightening tensions, it is more important than ever for UNMEE to be able to carry out its key role, namely, monitoring the Temporary Security Zone as well as the redeployed positions of the armed forces of the two sides, as specified in the Agreement on Cessation of Hostilities of June 2000 and as mandated by the Security Council in resolution 1320 (2000).
36 - وفي ضوء التصعيد في التوترات يصبح من المهم أكثر من أي وقت مضى أن يكون فــي مقــدور البعثــة القيام بدورهــا الرئيسي وهـو رصــد المنطقــة الأمنية المؤقتة وكذلك مواقع إعادة نشر القوات المسلحة على الجانبين كما هو محدد في اتفاق وقف أعمال القتال المؤرخ حزيران/يونيه 2000 وكما كلف بذلك قرار مجلس الأمن 1320 (2000).

As was underlined in those briefings, Eritrea's decision to restrict all types of helicopter flights by UNMEE within Eritrean air space severely inhibits the Mission's capacity to implement its monitoring mandate, as requested by the parties in the Agreement on Cessation of Hostilities of 18 June 2000, and authorized by the Security Council in its resolutions 1312 (2000) and 1320 (2000).
وإن قرار إريتريا بتقييد جميع أنواع رحلات طائرات الهليكوبتر التابعة لبعثة الأمم المتحدة في إثيوبيا وإريتريا داخل المجال الجوي الإريتري، كما تم التأكيد على ذلك في هذه الإحاطات، يعرقل بشكل خطير قدرة البعثة على تنفيذ ولاية المراقبة المناطة بها، على النحو الذي طالبت به الأطراف في اتفاق وقف أعمال القتال المؤرخ 18 حزيران/يونيه 2000، وأذن به مجلس الأمن في قراريه 1312 (2000) و 1320 (2000).
