Article 2 of the Optional Protocol states that communications may be submitted by or on behalf of individuals or groups of individuals who are under the jurisdiction of a State party and who claim to be victims of a violation by that State party of a right set forth in the Convention.

The petitioner argues that it follows from the travaux préparatoires to the Convention that the words " individuals or groups of individuals " in article 14, paragraph 1, should be interpreted broadly so as to be able to include non-governmental organizations among those entitled to bring a complaint before the Committee.
