4. The Permanent Forum recalls the fourth preambular paragraph of the United Nations Declaration on the Rights of Indigenous Peoples, which affirms that all doctrines, policies and practices based on or advocating superiority of peoples or individuals on the basis of national origin or racial, religious, ethnic or cultural differences are racist, scientifically false, legally invalid, morally condemnable and socially unjust.

272. Following the amendments of 2002, the Law, i.e. its Article 8, reads: " ...Activities threatening or disparaging groups and individuals on the basis of race, nationality, language, religion or sex, i.e. political conviction, as well as the incitement to such activities shall be prohibited in schools. "
272 - وبعد إدخال تعديلات عام 2002، تقرأ المادة 8 من القانون كما يلي: " ... تحظر في المدارس الأنشطة التي تهدد أو تحط من قدر مجموعات أو أفراد على أساس العنصر أو الجنسية أو اللغة أو الدين أو الجنس أو الاقتناع السياسي، فضلا عن التحريض على هذه الأنشطة " .

Article 1 of the Covenant on peoples' right to selfdetermination, in turn, states that the right is a purely collective one, which, according to the interpretation of the Human Rights Committee, cannot as such be an object of an individual's complaint, although it can affect the interpretation of decisions made by the Committee on the complaints of individuals based on the rights safeguarded by the Covenant.
