We therefore commend the statement by the President of the Security Council on the occasion of the ministerial meeting on Africa held on 24 September 1998, in which the Council asked the ad hoc Working Group to elaborate further concrete recommendations on the need to stem illicit arms flows to and in Africa.
ولهذا نثني على بيان رئيس مجلس اﻷمن بمناسبة الاجتماع الوزاري المعني بأفريقيا الــذي عقــد فــي ٢٤ أيلول/سبتمبر ١٩٩٨، والذي طلب المجلس فيه من الفريق العامل المخصص وضع توصيات جديدة محددة بشأن الحاجة الى وقف تدفق اﻷسلحة غير المشروعة الى أفريقيا وداخلها.

Bearing in mind Security Council resolution 1209 (1998) of 19 November 1998 on illicit arms flows to and in Africa and the statement by the President of the Security Council of 24 September 1999 on behalf of the Council in connection with the Council’s consideration of the item entitled “Small arms”, S/PRST/1999/28.
وإذ تضع في اعتبارها قــرار مجلس اﻷمن ١٢٠٩ )١٩٩٨( المؤرخ ١٩ تشرين الثاني/نوفمبــر ١٩٩٨ بشأن التدفق غير المشروع لﻷسلحة إلى أفريقيا وداخلها والبيان المؤرخ ٢٤ أيلول/سبتمبر ١٩٩٩ الذي أدلى به رئيس مجلس اﻷمن باسم المجلس بمناسبة نظر المجلس في البند المعنون " اﻷسلحة الصغيرة " )٩٨(،

أسباب النزاع في أفريقيا وتعزيز السلم الدائم والتنمية المستدامة فيها (فيما يتعلق بأهمية وقف تدفق الأسلحة غير المشروعة إلى أفريقيا وداخلها)

The Secretary-General, in his April 1998 report on the causes of conflict and the promotion of durable peace and sustainable development in Africa (A/52/871-S/1998/318), had identified the flow of illicit arms to and in Africa as one of the greatest challenges facing the international community.
وكان الأمين العام قد وصف في تقريره الصادر في نيسان/أبريل 1998، عن أسباب النزاع في أفريقيـــا وتعزيــز السلم الدائم والتنمية المستدامة فيها ((A/52/871-S/1998/318 تدفق الأسلحة غير المشروع إلى أفريقيا وداخلها بأكبر تحدٍ يواجهه المجتمع الدولي.

The Security Council, by its resolution 1209 (1998), expressed its concern at the destabilizing effect of illicit arms flows, in particular of small arms, to and in Africa, and urged Member States that had the ability to do so to cooperate with African States to strengthen their capacity to combat the movement of illegal arms.
وقد أعرب مجلس الأمن في قراره 1209 (1998)، عن قلقه العميق إزاء ما للتدفقات غير المشروعة للأسلحة، ولا سيما الأسلحة الصغيرة، إلى أفريقيا وداخلها من أثر مزعزع للاستقرار، وحث الدول الأعضاء التي لديها الخبرة الفنية المناسبة، على التعاون مع الدول الأفريقية بغية تعزيز قدرتها على مكافحة التدفقات غير المشروعة للأسلحة.
