Recognizing the close relationship of the problem of illicit arms flows to and in Africa with international peace and security,
وإذ يسلم بالصلة الوثيقة بين مشكلة التدفقات غير المشروعة لﻷسلحة إلى أفريقيا وفيها والسلم واﻷمن الدوليين،

1. Expresses its grave concern at the destabilizing effect of illicit arms flows, in particular of small arms, to and in Africa and at their excessive accumulation and circulation, which threaten national, regional and international security and have serious consequences for development and for the humanitarian situation in the continent;
١ - يعرب عن قلقه العميق إزاء ما للتدفقات غير المشروعة لﻷسلحة، ولا سيما اﻷسلحة الصغيرة، إلى أفريقيا وفيها من أثر مزعزع للاستقرار، وإزاء اﻹفراط في تكديس هذه اﻷسلحة وتداولها، اﻷمر الذي يهدد اﻷمن الوطني واﻹقليمي والدولي ويسبب عواقب وخيمة بالنسبة للتنمية والحالة اﻹنسانية في القارة؛

Welcoming the ongoing work of the Secretary-General on small arms and light weapons pursuant to General Assembly resolutions 50/70 B and 52/38 J, including the work of the group of governmental experts nominated by him, and noting the findings pertaining to illicit arms flows to and in Africa in the Report on Small Arms of the Secretary-General of 27 August 1997 (A/52/298),
وإذ يرحب بالعمل المتواصل المتعلق باﻷسلحة الصغيرة والخفيفة الذي يقوم به اﻷمين العام عملا بقـراري الجمعية العامة ٥٠/٧٠ باء و ٥٢/٣٨ ياء، بما في ذلك العمل الذي يقوم به فريـق الخبراء الحكوميين الذين رشحهم اﻷمين العام، وإذ يحيط علما بالنتائج المتعلقة بالتدفقات غير المشروعة لﻷسلحة إلى أفريقيا وفيها الواردة في تقرير اﻷمين العام عن اﻷسلحة الصغيرة المؤرخ ٢٧ آب/أغسطس ١٩٩٧ )A/52/298(،

10. Encourages the Secretary-General to promote cooperation among Member States, the United Nations, regional and subregional organizations and other relevant organizations to collect, review and share information on combating illicit arms flows, especially regarding small arms, and to make available, as appropriate, information about the nature and general scope of the international illicit arms trade with and in Africa;
١٠ - يشجع اﻷمين العام على تعزيز التعاون فيما بين الدول اﻷعضاء، واﻷمم المتحدة، والمنظمات اﻹقليمية ودون اﻹقليمية وغيرها من المنظمات ذات الصلة في سبيل جمع واستعراض وتبادل المعلومات المتعلقة بمكافحة التدفقات غير المشروعة لﻷسلحة، ولا سيما فيما يتعلق باﻷسلحة الصغيرة، وإتاحة المعلومات، عند الاقتضاء، عن طبيعة التجارة الدولية غير المشروعة باﻷسلحة مع أفريقيا وفيها وعن النطاق العام لهذه التجارة؛

Council members continued informal consultations in November on the work of the ad hoc Working Group on Africa, established pursuant to resolution 1170 (1998). On 19 November the Council adopted resolutions 1208 (1998) on the security and humanitarian and civilian character of refugee camps and settlements and 1209 (1998) on illicit arms flows to and in Africa.
واصل أعضاء المجلس مشاوراتهم غير الرسمية في تشرين الثاني/نوفمبر بشأن أعمال الفريق العامل المخصص المعني بأفريقيا، المنشأ عملا بالقرار ١١٧٠ )١٩٩٨( وفي ١٩ تشرين الثاني/نوفمبر، اتخذ المجلس القرار ١٢٠٨ )١٩٩٨( بشأن الطابع اﻷمني واﻹنساني والمدني لمخيمات اللاجئين ومستوطناتهم، والقرار ١٢٠٩ )١٩٩٨( بشأن التدفقات غير المشروعة لﻷسلحة إلى أفريقيا وفيها.

13. With regard to the destabilizing effect of illicit arms flows, in particular of small arms, to and in Africa, the Security Council, in its resolution 1209 (1998), expressed its concern and urged Member States that had the ability to do so to cooperate with African States to strengthen their capacity to combat the movement of illegal arms.
13 - وقد أعرب مجلس الأمن في قراره 1209 (1998) عن قلقه إزاء ما للتدفقات غير المشروعة للأسلحة، ولا سيما الأسلحة الصغيرة، إلى أفريقيا وفيها من أثر مزعزع للاستقرار، وحث الدول الأعضاء التي تحوز الخبرة الفنية المناسبة على التعاون مع الدول الأفريقية بغية تعزيز قدرتها على مكافحة التدفقات غير المشروعة للأسلحة.
