It was also stated that transparency must not restrict the right of a State to acquire arms for selfdefence and that measures to promote transparency in armaments should be voluntary and mutually agreed upon by all States.

28. The Special Rapporteur would like to underline that any measures taken by States to counter racism and incitement to racial hatred and violence on the Internet should not unduly limit the right to freedom of expression.

27. Mr. WENNERGREN said that his main concern had been that reservations should operate only in regard to individual cases under the Optional Protocol and not restrict the competence of the Committee under article 40 of the Covenant to monitor implementation in general terms.

16- وفيما يتعلق بالنُهج المتعددة الأطراف المقترحة في مجال دورة الوقود النووي، فإن الشواغل المتعلقة بالانتشار النووي والحساسية المزعومة للتكنولوجيا النووية ينبغي ألا تقيد الحق الثابت لجميع الدول في تطوير شتى مظاهر العلم والتكنولوجيا النوويين للأغراض السلمية بموجب المادة الرابعة من المعاهدة.

If there are reasonable grounds for regarding certain elective offices as incompatible with tenure of specific positions (e.g. the judiciary, high-ranking military office, public service), measures to avoid any conflicts of interest should not unduly limit the rights protected by paragraph (b).
وينبغي، في حال وجود مبررات معقولة تدعو إلى اعتبار بعض المناصب الترشيحية على أنها تتعارض مع شغل مراكز معينة )أي في القضاء، أو بالنسبة إلى مناصب عسكرية من الرتب العالية، أو في اﻹدارة العامة(، ألا تقيد التدابير المتخذة لتفادي تضارب المصالح الحقوق المحمية بموجب الفقرة )ب( تقييدا لا لزوم له.
