(ب) توجيه إنذار صريح مفاده أن أي شخص يرتكب أفعال عنف أو تخويف أو يتواطأ أو يشارك فيها سيساءل أمام القانون عن هذه الأفعال وسيتعرض لعقوبات متناسبة مع خطورة الجريمة؛

(د) إعادة تأكيد حظر التعذيب حظراً مطلقاً بشكل لا لبس فيه، والتحذير علناً من أن أي شخص يرتكب هذه الأعمال أو يتواطأ بشكل من الأشكال في ارتكابها أو السكوت عنها يعتبر مسؤولاً شخصياً أمام القانون عن هذه الأعمال ويخضع للمقاضاة الجنائية ولعقوبات ملائمة.

(a) Publicly and unambiguously condemn practices of torture in all its forms, directing this in particular to police and prison staff, accompanied by a clear warning that any person committing such acts, or otherwise complicit or participating in torture be held personally responsible before the law for such acts and subject to criminal penalties;
(أ) أن تدين علناً وبصورة لا لبس فيها ممارسات التعذيب بجميع أشكاله، وأن توجه ذلك بصفة خاصة إلى رجال الشرطة وموظفي السجون، وأن يصحب هذه الإدانة تنبيه واضح إلى أي شخص يرتكب مثل هذه الأفعال، أو يتواطأ أو يشترك في ممارسة التعذيب، بأنه سيعد مسؤولاً بصفة شخصية أمام القانون عن هذه الأفعال ويتعرض لعقوبات جنائية؛

CAT recommended that Uzbekistan apply a zero-tolerance approach to the continuing problem of torture, and to the practice of impunity, and publicly and unambiguously condemn torture in all its forms, accompanied by a clear warning that any person committing such acts or otherwise complicit or participating in torture will be held personally responsible before the law for such acts and subject to criminal penalties.
وأوصت لجنة مناهضة التعذيب أوزبكستان بعدم التسامح مطلقاً إزاء مشكلة التعذيب المستمرة وإزاء الإفلات من العقاب، وبالتنديد علناً وبوضوح بجميع ضروب التعذيب فضلاً عن توجيه إنذار واضح بأن كل من يرتكب تلك الأفعال أو يضلع في التعذيب أو يشارك فيه سيحمّل المسؤولية شخصياً أمام القانون عن تلك الأفعال، ويتعرض لعقوبات جنائية().

(a) Publicly and unambiguously condemn practices of torture in all its forms, directing this especially to police and prison staff, accompanied by a clear warning that any person committing such acts or otherwise complicit or participating in torture or other ill-treatment be held responsible before the law for such acts and subject to penalties proportional with the gravity of their crime;
(أ) الإدانة العلنية التي لا لبس فيها لممارسات التعذيب، بجميع أشكاله، وتوجيه ذلك بصفة خاصة إلى رجال الشرطة وموظفي السجون، على أن تقترن هذه الإدانة بتوجيه إنذار واضح مفاده أن أي شخص يرتكب مثل هذه الأفعال، أو يتواطأ أو يشارك بأي شكل آخر في ممارسة التعذيب أو أي شكل من أشكال إساءة المعاملة، سيكون مسؤولاً أمام القانون عن مثل هذه الأفعال ويتعرض لعقوبات جنائية تتناسب مع خطورة جريمته؛

(a) Unambiguously reaffirm the absolute prohibition of torture and publicly condemn practices of torture, especially by the police and prison personnel, accompanied by a clear warning that anyone committing such acts, or otherwise complicit or participating in torture will be held personally responsible before the law for such acts and will be subject to criminal prosecution and appropriate penalties;
(أ) أن تؤكد من جديد بوضوح لا لبس فيه الحظر المطلق للتعذيب وأن تدين ممارسات التعذيب علناً، ولا سيما على أيدي الشرطة وموظفي السجون، على أن تقترن هذه الإدانة بتوجيه إنذار واضح مفاده أن أي شخص يرتكب مثل هذه الأفعال أو يتواطأ أو يشارك بأي شكل آخر في ممارسة التعذيب سيكون مسؤولاً مسؤولية شخصية أمام القانون عن مثل هذه الأفعال وسيخضع للملاحقة الجنائية ولعقوبات مناسبة؛

(b) Unambiguously reaffirm the absolute prohibition of torture and publicly condemn such practise of torture, accompanied by a clear warning that anyone committing such acts or otherwise complicit or participating in torture will be held personally responsible before the law for such acts and will be subject to criminal prosecution and appropriate penalties.
(ب) التأكيد مجدداً ومن دون لبس على حظر التعذيب حظراً مطلقاً والإدانة العلنية لمثل هذه الممارسة للتعذيب، مقترنة بتحذير واضح من أن أي شخص يرتكب أعمال التعذيب أو يتواطأ على ارتكابها أو يشارك فيها سيكون مسؤولاً بصفة شخصية أمام القانون عن هذه الأعمال، وسيخضع للمحاكمة الجنائية وتُوقَّع عليه العقوبة الملائمة؛

(d) Unambiguously reaffirm the absolute prohibition of torture, publicly condemn practices of torture and issue a clear warning that anyone committing such acts or otherwise complicit or participating in torture will be held personally responsible before the law for those acts and will be subject to criminal prosecution and appropriate penalties.
(د) أن تذكِّر بما لا يدع مجالاً للالتباس بالحظر المطلق للتعذيب وأن تدين علناً ممارسات التعذيب وأن توجه إنذاراً واضحاً مفاده أن أي شخص يرتكب مثل هذه الأفعال أو يتواطأ على ممارسة التعذيب أو يشارك بأي شكل آخر في ممارسته سيُعتبر مسؤولاً بصفته الشخصية أمام القانون عن مثل تلك الأفعال وسيخضع للملاحقة الجنائية ولعقوبات مناسبة.
