14. Mr. Khane (Secretary of the Committee) said that, since there was currently no Special Rapporteur on trafficking in persons, the Committee could issue invitations only to three of the four persons mentioned in his initial statement on programme-budget implications.

Mr. Khane (Secretary of the Committee), responding to the proposal made by India, said that any new requests would have to be formally submitted to the Office of Programme Planning, Budget and Accounts so that it could evaluate whether they gave rise to programme-budget implications; the Committee would therefore not be able to take action on the proposal immediately.

Mr. Khane (Secretary of the Committee) said that, while the Committee might wish to consider inviting the future Special Rapporteur on trafficking in persons if her appointment was finalized, he wondered what added value she could bring to the Committee's discussions if she had yet to start work.
35- السيد خان (أمين سرّ اللجنة): قال إن اللجنة وإن كانت قد تودّ النظر في دعوة المقرّرة الخاصة المقبلة المعنية بالاتجار بالأشخاص في حال إكمال إجراءات تعيينها، فإنه يتساءل عما هي الفائدة الإضافية التي يمكن لها أن تسهم بها في مناقشات اللجنة إذا لم تكن قد بدأت عملها بعدُ.

Mr. Khane (Secretary of the Committee) said, by way of clarification, that the invitations to the Special Rapporteur on trafficking in persons and the Special Rapporteur on disability would be issued pending their acceptance of the appointments and their availability to come before the Committee.

Mr. Mikulka (Secretary of the Committee) said that, since the Committee would be unable to complete its work as scheduled, it intended to meet in February 2005, preferably in lieu of the meeting of the Ad Hoc Committee on an International Convention against the Reproductive Human Cloning of Human Beings, which had already been included in the revised draft calendar of conferences and meetings for 2005.
