In this context, I finally wish to draw attention to the relationship that exists between the basic obligations as formulated in my draft scope text and the conviction expressed in the preamble that the comprehensive test-ban treaty would constrain the development and qualitative improvement of nuclear weapons and would end the development of advanced new types of nuclear weapons.
