4.2 In its memorandum, the State party expresses the view that communications attributing blame to public officials or persons acting on behalf of public authorities in cases of enforced disappearance during the period in question -- from 1993 to 1998 -- should be considered in the context of the sociopolitical and security conditions prevailing in the country at a time when the Government was struggling to combat terrorism.
