1. When the Committee decides that a communication is inadmissible, or its consideration is suspended or discontinued, the Committee shall transmit its decisions as soon as possible, through the SecretaryGeneral, to the petitioner and to the State party concerned.
1- إذا قررت اللجنة أن بلاغاً غير مقبول أو قررت أن تعلق أو توقف النظر فيه، تحيل اللجنة، في أقرب وقت ممكن، قراراتها عن طريق الأمين العام إلى مقدم الالتماس وإلى الدولة الطرف المعنية.

2. A working group may also declare that a communication is admissible under the Optional Protocol, provided that all members eligible to participate so decide.
2- يجوز أيضاً لأي فريق عامل أن يقرر أن بلاغاً ما مقبولاً بموجب البروتوكول، شريطة أن يكون الفريق مؤلفاً من خمسة أعضاء وأن يقرر كل الأعضاء ذلك.

The Committee considered that a communication has been, and is being examined by another procedure of international investigation or settlement, if such examination relates/related to the " same matter " , that must be understood as relating to the same parties, the same facts and the same substantive rights.
واعتبرت اللجنة أن بلاغاً قد نُظر فيه أو يجري النظر فيه حالياً بموجب إجراء آخر من إجراءات التحقيق الدولي أو التسوية الدولية، إذا كان ذلك يتعلق/تعلق " بالمسألة ذاتها " وهو ما يجب فهمه على أنه يتعلق بالأطراف ذاتها، والوقائع ذاتها، والحقوق الأساسية ذاتها.

6.8 The Committee considers that a communication has been, and is being, examined by another procedure of international investigation or settlement if the examination by the procedure relates/related to the " same matter " within the meaning of article 22, paragraph 5 (a), that must be understood as relating to the same parties, the same facts, and the same substantive rights.
6-8 وتعتبر اللجنة أن بلاغاً ما قد بُحث أو يجري بحثه بموجب إجراء آخر من إجراءات التحقيق الدولي أو التسوية الدولية، إذا كان البحث بموجب الإجراء الآخر يتعلق/تعلق ب " ذات المسألة " حسب مفهوم الفقرة 5(أ) من المادة 22، وهو ما يجب فهمه بمعنى أنه يتعلق بذات الأطراف وذات الوقائع وذات الحقوق الأساسية.

واعتبرت اللجنة أن بلاغاً قد نُظر فيه أو يجري النظر فيه حالياً بموجب إجراء آخر من إجراءات التحقيق الدولي أو التسوية الدولية، إذا كان ذلك يتعلق " بالمسألة ذاتها " وهو ما يجب فهمه على أنه يتعلق بالأطراف ذاتها، والوقائع ذاتها، والحقوق الموضوعية ذاتها المدعى انتهاكها.

Where the Committee decides that a communication is inadmissible, it shall, through the Secretary-General, without delay, communicate to the extent possible in an adapted and accessible format its decision and the reasons for that decision to the author(s) of the communication and to the State party concerned.
1- عندما تُقرر اللجنة أن بلاغاً ما غير مقبول، تقوم، عن طريق الأمين العام، ودون تأخير، بإبلاغ قرارها وأسبابه في صيغة مناسبة وميسرة قدر الإمكان إلى صاحب (أصحاب) البلاغ وإلى الدولة الطرف المعنية.
