As regards the environmental aspects of international cooperation in outer space, there is a growing awareness that space technology offers a unique means of monitoring and protecting the environment.
وفيما يتصل بالجوانب البيئية للتعاون الدولي في الفضاء الخارجي، هناك إدراك متزايد أن تكنولوجيا الفضاء تتيح وسيلة فريدة لرصد البيئة وحمايتها.

It was shown that space technology had been used effectively in the region, although improved access to Earth observation data was needed.

Under the item on space and water, which had been included on the Committee's agenda for the first time, it had been noted that space technology could contribute to improved water-resource management and that space data significantly promoted international cooperation in the development and rational use of water resources.
11 - وأردف قائلا إنه في إطار البند المتعلق بالفضاء والمياه، الذي أُدرج للمرة الأولى في جدول أعمال اللجنة، لوحظ أن تكنولوجيا الفضاء يمكن أن تُسهم في تحسين إدارة الموارد المائية وأن البيانات الفضائية تسهم بقدر ملموس في تعزيز التعاون الدولي في تنمية الموارد المائية وترشيد استخدامها.

32. Notes that space technology could play a central role in disaster reduction and that both the Committee and its Scientific and Technical Subcommittee could contribute to the follow-up to the World Conference on Disaster Reduction to be held in Kobe, Japan, in January 2005;
32 - تلاحظ أن تكنولوجيا الفضاء يمكن أن تقوم بدور رئيسي في الحد من الكوارث وأن باستطاعة كل من اللجنة ولجنتها الفرعية العلمية والتقنية الإسهام في متابعة المؤتمر العالمي للحد من الكوارث المقرر عقده في كوبي، اليابان، في كانون الثاني/يناير 2005؛

Some delegations expressed the view that space technology could offer the basis for a leap from a competitive to a cooperative approach to water management and for the joint integrated development and use of that increasingly scarce resource.
233- وأعربت بعض الوفود عن رأي مفاده أن تكنولوجيا الفضاء يمكن أن توفّر الأساس اللازم لانتقال سريع من نهج تنافسي إلى نهج تعاوني في إدارة المياه ولتنمية واستخدام متكاملين ومشتركين لهذا المورد الذي يشح باضطراد.

The Committee further noted that space technology could be used to assess, among other things, precipitation activity, soil moisture, changes in underground water storage, flood areas, surface temperature, levels of radiation, and vegetation type and health, as well as to forecast the growth of poisonous algae in seas, lakes and rivers.
237- كذلك أشارت اللجنة إلى أن تكنولوجيا الفضاء يمكن أن تستخدم في تقييم جملة أمور منها التهطال ورطوبة التربة والتغيرات في مخزون المياه الجوفية ومناطق الفيضان ودرجة الحرارة السطحية ومستويات الإشعاع ونوع الغطاء النباتي وصحته في التنبؤ بنمو الطحالب السامة في البحار والبحيرات والأنهار.

The Committee further noted that space technology could be used in combination with non-space technologies to contribute to the observation of global water cycles and the monitoring and mitigation of the effects of flood, drought and earthquake disasters, and to improve the timeliness and accuracy of forecasts.
265- ولاحظت اللجنة أيضاً أن تكنولوجيا الفضاء يمكن أن تُستخدَم، مقترنة بالتكنولوجيات غير الفضائية، للإسهام في مراقبة الدورات المائية في العالم، ورصد كوارث الفيضانات والجفاف والزلازل وتخفيف آثارها، وتحسين دقة التنبّؤات وصدورها في الوقت المناسب.

18. The European Union held the view that space activities must be carried out in line with two fundamental principles, namely that space technology must promote social, economic and cultural development as well as the protection of the terrestrial and spatial environment and that access to outer space must be regulated on an equitable basis in the light of the real needs of the developing countries.
18 - وأعلن أن من رأي الاتحاد الأوروبي أن الأنشطة الفضائية يجب أن تنفذ بما يتمشى مع مبدأين أساسيين، هما أن تكنولوجيا الفضاء يجب أن تعزز التنمية الاجتماعية والاقتصادية والثقافية فضلا عن حماية البيئة الأرضية والفضائية، وأن الوصول إلى الفضاء الخارجي يجب أن يخضع للتنظيم على أساس منصف على ضوء الاحتياجات الفعلية للبلدان النامية.

The view was expressed that space technology and its spin-off benefits must be used for peaceful purposes in order to improve the quality of life of populations, meet the goals of the United Nations Millennium Declaration (General Assembly resolution 55/2), manage limited natural resources, help solve environmental problems such as global warming, as well as prevent and mitigate natural disasters.
231- وأُعرب عن رأي مفاده أن تكنولوجيا الفضاء ومنافعها العرضية يجب أن تستخدم لأغراض سلمية من أجل تحسين نوعية حياة الناس وتحقيق إعلان الأمم المتحدة بشأن الألفية (قرار الجمعية العامة 55/2)() وإدارة الموارد الطبيعية المحدودة والمساعدة على حل المشاكل البيئية مثل الاحترار العالمي وكذلك منع الكوارث الطبيعية والتخفيف من حدّتها.
