Representatives designated by national institutions for the protection and promotion of human rights may participate as observers in the deliberations of the Review Conference, any Committee and any other committee or working group on questions within the scope of their activities.
ويجوز للممثلين الذين تعينهم مؤسسات وطنية لحماية وتعزيز حقوق الإنسان أن يشاركوا بصفة مراقبين في مداولات المؤتمر الاستعراضي، وفي مداولات أي لجنة أخرى أو فريق عامل بشأن المسائل الداخلة في نطاق أنشطتها.

5. Representatives of accredited non-governmental organizations may participate as observers in the deliberations of the Conference.
5 - يجوز لممثلي المنظمات غير الحكومية المعتمدة أن يشاركوا بصفة مراقبين في مداولات المؤتمر.

Representatives designated by entities, intergovernmental organizations and other entities that have received a standing invitation from the General Assembly of the United Nations pursuant to its relevant resolutions to participate, in the capacity of observers, in its sessions and work have the right to participate as observers, without the right to vote, in the deliberations of the Assembly.
1 - يحق للممثلين الذين تعينهم الكيانات والمنظمات الحكومية الدولية وغيرها من الكيانات التي تلقت دعوة دائمة من الجمعية العامة للأمم المتحدة عملا بقراراتها ذات الصلة للمشاركة، بصفة مراقبين، في دوراتها وأعمالها، أن يشاركوا بصفة مراقبين في مداولات الجمعية، دون أن يكون لهم حق التصويت.

1 - يحق للممثلين الذين تعينهم الكيانات والمنظمات الحكومية الدولية وغيرها من الكيانات التي تلقت دعوة دائمة من الجمعية العامة للأمم المتحدة عملا بقراراتها ذات الصلة للمشاركة، بصفة مراقبين، في دوراتها وأعمالها، أن يشاركوا بصفة مراقبين في مداولات الجمعية وهيئاتها الفرعية، دون أن يكون لهم حق التصويت.

Rule 56 Representatives designated by organs of the United Nations, the specialized agencies or the International Atomic Energy Agency may participate as observers, without the right to vote, in the deliberations of the Congress, its committees, subcommittees and working groups and, as appropriate, in its other subsidiary organs.
للممثلين الذين تسميهم الهيئات التابعة لﻷمم المتحدة أو الوكالات المتخصصة أو الوكالة الدولية للطاقة الذرية أن يشاركوا بصفة مراقبين دون أن يكون لهم حق التصويت ، في مداولات المؤتمر ولجانه الرئيسية والفرعية وأفرقته العاملة ، وفي سائر هيئاته الفرعية ، حسب الاقتضاء .

3. Representatives designated by any organization having been granted observer status in the United Nations by a resolution of the General Assembly may participate as observers in the deliberations of the Conference.
3 - يجوز للممثلين الذين تعينهم أي منظمة مُنحت مركز المراقب في الأمم المتحدة بموجب قرار من الجمعية العامة أن يشاركوا بصفة مراقبين في مداولات المؤتمر.

4. Representatives designated by United Nations bodies, specialized agencies and funds, as well as representatives of functional commissions of the Economic and Social Council, may participate as observers in the deliberations of the Conference.
4 - يجوز للممثِّلين الذين تعينهم هيئات الأمم المتحدة ووكالاتها المتخصِّصة وصناديقها، وكذلك ممثِّلي اللجان الفنية التابعة للمجلس الاقتصادي والاجتماعي، أن يشاركوا بصفة مراقبين في مداولات المؤتمر.

44. Representatives of non-governmental organizations in general or special consultative status with the Council may participate as observers in public meetings of the Council, its committees and sessional bodies, pursuant to rule 81 of the rules of procedure.
44- ويجوز لممثلي المنظمات غير الحكومية ذات المركز الاستشاري العام أو الخاص لدى المجلس أن يشاركوا بصفة مراقبين في الجلسات العلنية للمجلس ولجانه وهيئاته التي تنعقد خلال دوراته عملاً بالمادة 81 من نظامه الداخلي.

Rule 55 Representatives designated by national liberation movements invited to the Congress may participate as observers, without the right to vote, in the deliberations of the Congress, its committees, subcommittees and working groups and, as appropriate, in its other subsidiary organs.
للممثلين الذين تسميهم حركات التحرير الوطني المدعوة الى حضور المؤتمر أن يشاركوا بصفة مراقبين ، دون أن يكون لهم حق التصويت ، في مداولات المؤتمر ولجانه الرئيسية والفرعية وأفرقته العاملة ، وفي سائر هيئاته الفرعية ، حسب الاقتضاء .

" Duly accredited representatives of local authorities, invited by the Executive Director, in consultation with their respective governments, where requested, or representing national or international associations or organizations recognized by the United Nations, may participate, as observers at public meetings, in the deliberations of the Governing Council and its subsidiary bodies. "
" يجوز لممثلي السلطات المحلية المعتمدين بالصورة الواجبة الذين تدعوهم المديرة التنفيذية بالتشاور مع حكوماتهم كل منها على حدة، عند الاقتضاء، أو الذين يمثلون رابطات أو منظمات قطرية معترف بها لدى الأمم المتحدة أن يشاركوا بصفة مراقبين في الجلسات العامة، وفي مداولات مجلس الإدارة وفي أجهزته الفرعية. "

Intergovernmental (two) and non-governmental organizations (four from environmental non-governmental organizations and four from industrial non-governmental organizations) may participate as observers.
(ب) (العدد المستهدف لممثلي المنظمات الحكومية الدولية (2) والمنظمـات غير الحكوميـة (4 من المنظمات غير الحكومية البيئية والعدد المستهدف 4 من المنظمات غير الحكومية الصناعية) ويجوز لهؤلاء الممثلين أن يشاركوا بصفة مراقبين.

Duly accredited representatives of local authorities, invited by the Executive Director, in consultation with their respective governments, where requested, or representing national or international associations or organizations recognized by the United Nations, may participate, as observers at public meetings, in the deliberations of the Governing Council and its subsidiary organs.
يجوز لممثلي السلطات المحلية المعتمدين بالصورة الواجبة، الذين تدعوهم المديرة التنفيذية، بالتشاور مع حكومات كل منها على حدة، عند الاقتضاء، أو الذين يمثلون رابطات أو منظمات قطرية أو دولية أو معترف بها لدى الأمم المتحدة، أن يشاركوا بصفة مراقبين في الجلسات العامة، في مداولات مجلس الإدارة وأجهزته الفرعية.

" 3. Representatives designated by other international bodies invited to the Rome Conference, accredited to the Preparatory Commission for the International Criminal Court or invited by the Assembly, may participate as observers, without the right to vote, in the deliberations of the Assembly and its subsidiary bodies. "
" 3 - يجــوز للممثلين الذيـــن تعينهم هيئـــات دوليـــة أخــرى دُعيت لمؤتمر روما، واعتُمدت لدى اللجنة التحضيرية لمؤتمر المحكمة الجنائية الدولية أو دعتها الجمعية، أن يشاركوا بصفة مراقبين في مداولات الجمعية وهيئاتها الفرعية، دون أن يكون لهم حق التصويت " .

Rule 54 Representatives designated by organizations that have received a standing invitation from the General Assembly to participate in the sessions and work of all international conferences convened under the auspices of the General Assembly may participate as observers, without the right to vote, in the deliberations of the Congress, its committees, subcommittees and working groups and, as appropriate, in its other subsidiary organs.
للممثلين الذين تسميهم المنظمات التي تلقت دعوة دائمة من الجمعية العامة للمشاركة في دورات وأعمال جميع المؤتمرات الدولية التي تعقد تحت رعاية الجمعية العامة أن يشاركوا بصفة مراقبين ، دون أن يكون لهم حق التصويت ، في مداولات المؤتمر ولجانه الرئيسية الفرعية وأفرقته العاملة ، وفي سائر هيئاته الفرعية ، حسب الاقتضاء .

1. Subject to prior written notification to the Secretary-General, representatives of entities and organizations that have received a standing invitation from the General Assembly to participate as observers in the sessions and work of all international conferences convened under its auspices shall be entitled to participate as observers in the deliberations of the Conference.
1- رهنا بتوجيه إشعار خطي مسبق إلى الأمين العام، يحق لممثلي الهيئات والمنظمات التي تلقت دعوة دائمة من الجمعية العامة للمشاركة بصفة مراقبين في دورات وأعمال جميع المؤتمرات الدولية التي تعقد تحت رعايتها، أن يشاركوا بصفة مراقبين في مداولات المؤتمر.

2. Subject to prior written notification to the Secretary-General, representatives of international and regional organizations other than the organizations referred to in paragraph 1 of this rule shall be entitled to participate as observers in sessions of the Conference on matters of common interest to them and to the Conference.
2- رهنا بتوجيه إشعار خطي مسبق إلى الأمين العام، يحق لممثلي المنظمات الدولية والاقليمية غير المنظمات المشار اليها في الفقرة 1 من هذه المادة أن يشاركوا بصفة مراقبين في دورات المؤتمر التي تتعلق بمسائل ذات أهمية مشتركة لتلك المنظمات وللمؤتمر.
