The painstaking effort which was made by Ambassador O'Sullivan and which led to the formulation of the list of 23 countries left no doubt in anyone's mind that this represented the best chance for the first stage of the CD's expansion.
إن الجهد المضني الذي بذله السفير أوسليفان والذي أفضى إلى وضع قائمة من ٣٢ بلدا لم يترك مجالاً للشك في ذهن أي أحد من أن هذا يمثل أفضل فرصة للمرحلة اﻷولى من توسيع مؤتمر نزع السلاح.

I would also like to commend the persistent interest and patience of the 23 countries named on the so-called O'Sullivan list while waiting to take their rightful places as members of the international community's sole disarmament negotiating body.
كما أود أن أُثني على ما أبدته البلدان اﻟ ٣٢ المدرجة على ما يسمى بقائمة أوسليفان من اهتمام دؤوب وصبر أثناء انتظارها لكي تشغل أماكنها التي تستحقها كأعضاء في الهيئة التفاوضية الوحيدة للمجتمع الدولي المختصة بنزع السلاح.

The then President of the Conference was quite explicit that this reference applied both to States on the O'Sullivan list and to other applicants.
وكان رئيس المؤتمر في ذلك الوقت صريحاً تماماً في أن هذه الاشارة تنطبق على الدول المدرجة على قائمة أوسليفان وعلى غيرها من الدول الطالبة على السواء.

We have, in previous statements, expressed our appreciation to those officers of the CD who have made particular contributions to advance the process of expanding the membership, among them Ambassador O'Sullivan in 1993 and Ambassador Benjelloun-Touimi last December.
وقد أعربنا في بيانات سابقة عن تقديرنا لمن أسهم من المسؤولين في المؤتمر إسهاماً خاصاً في دفع عملية توسيع العضوية إلى اﻷمام، ومن بينهم السفير أوسليفان في عام ٣٩٩١، والسفير بن جلون تويمي في ديسمبر الماضي.

It goes without saying that whenever mention is made of the long and arduous process of expansion of the CD, the names of Ambassador O'Sullivan of Australia, Ambassador Zahran of Egypt and Ambassador Benjelloun-Touimi of Morocco will always be remembered with appreciation and gratitude.
وغني عن القول إنه كلما يرد ذكر عملية توسيع المؤتمر الطويلة الشاقة، فإن أسماء السادة أوسليفان سفير استراليا، وزهران سفير مصر، وبن جلون - تويمي سفير المغرب، سوف تُذكر دائماً بمشاعر التقدير والعرفان.

Ambassador O'Sullivan - to whom our thoughts cannot fail to turn today - managed to find a formula which we supported because it seemed to us to meet the criterion of political and geographical balance which must prevail in this forum.
وقد تمكن السفير أوسليفان - الذي لا يغيب تذكره عن فكرنا اليوم - من ايجاد صيغة أيدناها ﻷنها تبدو لنا وقد أوفت بمعايير التوازن السياسي والجغرافي التي يجب أن تسود هذا المحفل.

The long-drawn-out stalemate on the issue of expansion since the O'Sullivan recommendations witnessed a breakthrough on 21 September 1995 with the adoption of decision CD/1356, under the presidency of Ambassador Benjelloun-Touimi of Morocco.
إن المأزق الذي طال عليه العهد فيما يتعلق بمسألة التوسيع منذ تقديم توصيات أوسليفان قد شهد انجازاً يوم ١٢ أيلول/سبتمبر ٥٩٩١، باعتماد القرار CD/1356 في ظل رئاسة السفير بن جلون تويمي من المغرب.

It is our conviction that the O'Sullivan report (CD/1214) still offers the best basis for any solution.
ونعتقد بأن تقرير أوسليفان )CD/1214( ما زال يوفر أفضل أساس ﻷي حل كان.

All members of the Conference deserve to be congratulated on having finally waded across the complications that had held up the implementation of decision CD/1356 of 21 September 1995, and thus to enable Bangladesh and the 22 other States on the O'Sullivan list to become members of the CD.
ويجدر اﻹعراب عن التهنئة لجميع أعضاء المؤتمر على تجاوزهم التعقيدات التي حالت دون تنفيذ القرار CD/1356 المؤرخ في ١٢ أيلول/سبتمبر ٥٩٩١، ومن ثم تمكين بنغلاديش والدول اﻟ٢٢ اﻷخرى الواردة على قائمة أوسليفان من أن تصبح أعضاء في مؤتمر نزع السلاح.

The United States welcomes the support that our proposal has received from many in the Conference on Disarmament and we would point out that the proposal contained in our document CD/1362 is the only one before us which could implement promptly the September decision to admit all those States on the O'Sullivan list.
والولايات المتحدة ترحب بالتأييد الذي حظي به اقتراحنا من قبل الكثيرين في مؤتمر نزع السلاح ونود أن ننوه بأن المقترح الوارد في وثيقتنا CD/1362 هو المقترح الوحيد المعروض علينا الذي يمكن بمقتضاه تنفيذ قرار أيلول/سبتمبر على وجه السرعة بقبول جميع الدول المدرجة في قائمة أوسليفان.

That resolution recalled the report of the Special Coordinator for membership designated by the Conference, Ambassador O'Sullivan of Australia, and the subsequent statement made by the Special Coordinator on 26 August 1993, recommending a dynamic solution to the question of membership.
وأشار هذا القرار إلى تقرير المنسق الخاص المعين لتوسيع عضوية المؤتمر، السفير أوسليفان من أستراليا، وإلى البيان الذى أدلى به بعد ذلك المنسق الخاص في ٦٢ آب/أغسطس ٣٩٩١، حيث أوصى بالتماس حل دينامي لمسألة العضوية.

Although Croatia's candidature for membership rests only few years, we share the frustration with those countries now in the " Group of 13 " , those like the Slovak Republic still legitimately arguing for its place, and others already selected on the so-called " O'Sullivan list " , whose contribution to the extended Conference on Disarmament would correct obvious imbalances now present.
وبالرغم من أن كرواتيا قد رشحت نفسها للعضوية منذ بضع سنوات فقط، فإننا نشاطر الشعور بالاحباط الذي تشعر به البلدان التي تشكل اﻵن جزءاً من " مجموعة اﻟ ٣١ " ، والبلدان مثل جمهورية سلوفاكيا التي لا تزال تجادل شرعاً للحصول على مكانها، والبلدان اﻷخرى التي تم اختيارها بالفعل على ما يسمى بقائمة " أوسليفان " والتي ستؤدي مساهمتها في مؤتمر نزع السلاح الموسع إلى تصحيح الاختلالات الواضحة القائمة حالياً.

Thanks are due to all those who helped to secure this achievement and especially Ambassador Paul O'Sullivan of Australia for his important role in 1993, Ambassador Lampreia of Brazil, as Friend of the Chair, Ambassador Benjelloun-Touimi of Morocco, who presided over CD/1356, and to several other CD Presidents who laid the groundwork for this decision.
