13- ويساور اللجنة القلق لأنه يجوز احتجاز الأشخاص المجردين من الأهلية القانونية أو المتمتعين بأهلية محدودة في مؤسسات للرعاية الاجتماعية بقرار من أوصيائهم أو ممثليهم القانونيين دون الخضوع لأي شرط قانوني يبرر إيداع هؤلاء الأشخاص أو دون النظر في بدائل أقل تقييداً.

A minor may apply for such an order without the written permission of his/her guardian.
ويجوز للقُصَّر التقدم بهذا الطلب دون تصريح كتابي من أوصيائهم.
