198. In respect of article 4 of the Convention, the representative explained that the period of imprisonment for a person found guilty of torture varied from a minimum of three years up to a maximum of seven years.

450. Referring to article 11 of the Convention, the representative explained that the maximum permissible period of incommunicado detention was 72 hours for ordinary offences.

243. On the question of the status of the Convention in relation to domestic law, the representative indicated that neither the Constitution nor domestic legislation contained any general rule about the status of international treaties.
