" Services " may be classified as any object of procurement other than goods or construction.
وقد تصنَّف " الخدمات " باعتبارها أيِّ شيء للاشتراء غير السلع أو الإنشاءات.

Competitive selection procedures, such as tendering, are usually prescribed by national laws as the rule for normal circumstances in procurement of goods or construction.
وتنص القوانين الوطنية عادة على إجراءات الاختيار التنافسية، كالمناقصات، باعتبارها القاعدة لاشتراء السلع أو الإنشاءات في الظروف العادية.

(c) The price submitted by the supplier or contractor for carrying out its proposal and the cost of operating, maintaining and repairing the proposed goods or construction.
(ج) السعر المقدّم من المورّد أو المقاول لتنفيذ اقتراحه، وتكاليف تشغيل السلع أو الإنشاءات المقترحة وصيانتها وإصلاحها.

(b) The cost of operating, maintaining and repairing goods or construction; the time for delivery of goods, completion of construction or provision of services; the characteristics of the subject matter of the procurement, such as the functional characteristics of goods or construction and the environmental characteristics of the subject matter; and the terms of payment and of guarantees in respect of the subject matter of the procurement;
(ب) تكلفة تشغيل وصيانة وإصلاح السلع أو الإنشاءات؛ والوقت اللازم لتسليم السلع أو إنجاز الإنشاءات أو تقديم الخدمات؛ وخصائص الشيء موضوع الاشتراء، مثل الخصائص الوظيفية للسلع أو الإنشاءات والخصائص البيئية للشيء المعني؛ وشروط الدفع والضمانات المتعلقة بالشيء موضوع الاشتراء؛

Article 14. Rules concerning description of goods, construction or services
المادة ١٤ - القواعد المتعلقة بوصف السلع أو اﻹنشاءات أو الخدمات

(b) The cost of operating, maintaining and repairing goods or of construction; the time for delivery of goods, completion of construction or provision of services; the characteristics of the subject matter of the procurement, such as the functional characteristics of goods or construction and the environmental characteristics of the subject matter; and the terms of payment and of guarantees in respect of the subject matter of the procurement;
(ب) تكاليفَ تشغيل السلع أو الإنشاءات وصيانتها وإصلاحها، ووقت تسليم السلع أو إنجاز الإنشاءات أو تقديم الخدمات، وخصائص الشيء موضوع الاشتراء، مثل الخصائص الوظيفية للسلع أو الإنشاءات والخصائص البيئية للشيء موضوع الاشتراء، والشروط الخاصة بسداد ثمن الشيء موضوع الاشتراء، وبالكفالات المتعلقة به؛

(2) The means of communication of information selected, and of any requirements for writing and signatures being satisfied, must be readily capable of being used with those in common use among suppliers or contractors of the goods, services or construction being the subject matter of the procurement.
(2) يجب أن تكون الوسائل المختارة لإرسال المعلومات ووسائل استيفاء أي اشتراطات خاصة بالكتابة والتوقيع قابلة للاستعمال بسهولة مع الوسائل التي يستعملها عادة مورّدو أو مقاولو السلع أو الإنشاءات أو الخدمات التي تكون موضوع عملية الاشتراء.

(b) The cost of operating, maintaining and repairing goods or construction, the time for delivery of goods, completion of construction or provision of services, the characteristics of the subject matter of the procurement, such as the functional characteristics of goods or construction and the environmental characteristics of the subject matter, the terms of payment and of guarantees in respect of the subject matter of the procurement;
(ب) تكاليف تشغيل السلع أو الإنشاءات وصيانتها وإصلاحها، ووقت تسليم السلع أو إنجاز الإنشاءات أو تقديم الخدمات، وخصائص الشيء موضوع الاشتراء، مثل الخصائص الوظيفية للسلع أو الإنشاءات والخصائص البيئية للشيء موضوع الاشتراء، والشروط الخاصة بسداد ثمن الشيء موضوع الاشتراء، وبالكفالات المتعلقة به؛

(ii) The cost of operating, maintaining and repairing goods or construction, the time for delivery of goods, completion of construction or provision of services, the functional characteristics of goods or construction, the terms of payment and of guarantees in respect of the subject matter of the procurement, subject to any margin of preference applied pursuant to paragraph (4) (b) of this article;

As to the mechanics of applying the margin of preference, this may be done, for example, by deducting from the submission prices of all submissions import duties and taxes levied in connection with the supply of the goods or construction, and adding to the resulting submission prices, other than those that are to benefit from the margin of preference, the amount of the margin of preference or the actual import duty, whichever is less.
أما فيما يخصّ آليات تطبيق هامش التفضيل، فإنَّ ذلك يمكن عمله، على سبيل المثال، بأن تُخصم من الأسعار الواردة في جميع العروض المقدَّمة رسوم وضرائب الاستيراد المفروضة فيما يخصّ توريد السلع أو الإنشاءات ويضاف إلى أسعار العروض الناتجة، عدا تلك التي ستستفيد من هامش التفضيل، مقدار هامش التفضيل أو رسم الاستيراد الفعلي، أيهما أقل.()
