5. This report will concentrate thematically on a major issue that is of particular concern to indigenous peoples, namely, the impact of largescale or major development projects on the human rights and fundamental freedoms of indigenous communities.

The Special Rapporteur of the Commission on Human Rights on the situation of the human rights and fundamental freedoms of indigenous people, in his report on the impact of large-scale or major development projects on the human rights and fundamental freedoms of indigenous peoples and communities (E/CN.4/2003/90) concludes that:

In doing so, it emphasized the need to ensure that when sentencing or deciding on pretrial measures for a pregnant woman or a child's sole or primary carer, priority should be given to non-custodial measures, bearing in mind the gravity of the offence and after taking into account the best interest of the child (para. 13).
وأكّد المجلس بذلك على ضرورة ضمان إعطاء الأولوية للتدابير غير الاحتجازية عند إصدار حكم أو اتخاذ قرار بشأن التدابير السابقة للمحاكمة فيما يتعلق بامرأة حامل أو امرأة تكون هي المعيلة الوحيدة أو الرئيسية لطفل، مع مراعاة مدى خطورة الجريمة وبعد مراعاة مصالح الطفل الفضلى (الفقرة 13).

173. Since the Third Report, the Health Care and Health Insurance Act has been amended so as to include farmers and members of their holdings as well as other persons pursuing agricultural activities in the Republic of Slovenia as the sole or principal occupation.
