The Committee expects that the Secretary-General will ensure that disciplinary measures are imposed in a fully consistent manner and in proportion to the seriousness of the misconduct and/or criminal behaviour.
وتتوقع اللجنة من الأمين العام أن يكفل فرض تدابير تأديبية بطريقة متسقة تماما، وبما يتناسب مع مدى خطورة سوء السلوك أو السلوك الإجرامي أو كليهما.

Research shows that there is a direct link between urban crime and urban deprivation, between anti-social or criminal behaviour and exclusion.

120. Details of cases of proven misconduct and/or criminal behaviour are reported annually to the General Assembly and to all United Nations staff members, in accordance with General Assembly resolution 59/287.

60. In its resolution 59/287, the General Assembly requested the Secretary-General to take action expeditiously in cases of proven misconduct and/or criminal behaviour and to inform Member States about the actions taken.
60 - طلبت الجمعية العامة في قرارها 59/287 إلى الأمين العام أن يسارع إلى اتخاذ إجراءات في الحالات التي يثبت فيها سوء السلوك و/أو السلوك الإجرامي وأن يبلغ الدول الأعضاء بالإجراءات المتخذة.

66. In its resolution 59/287, the General Assembly requested the Secretary-General to take action expeditiously in cases of proven misconduct and/or criminal behaviour and to inform Member States about the actions taken.

As requested in paragraph 17 of resolution 59/287, an information circular will be issued so that all staff of the Organization will be informed of the most common examples of misconduct and/or criminal behaviour and their disciplinary consequences, including legal action, with due regard for the protection of the privacy of the staff members concerned.
٢ - وعلى النحو المطلوب في الفقرة 17 من القرار 59/287، سيصدر تعميم إعلامي لإطلاع جميع موظفي المنظمة على أكثر أمثلة سوء السلوك و/أو السلوك الإجرامي شيوعاً، وما يترتب عليها من تدابير تأديبية، بما في ذلك أية إجراءات قانونية، مع المراعاة الواجبة لحماية خصوصية الموظفين المعنيين.

65. In its resolution 59/287, the General Assembly requested the Secretary-General to take action expeditiously in cases of proven misconduct and/or criminal behaviour and to inform Member States about the actions taken. During the reporting period, four cases involving credible allegations of criminal conduct by United Nations officials or experts on mission were referred to Member States.
65 - طلبت الجمعية العامة في قرارها 59/287 إلى الأمين العام أن يسارع إلى اتخاذ إجراءات في الحالات التي يثبت فيها سوء السلوك و/أو السلوك الإجرامي وأن يبلغ الدول الأعضاء بالإجراءات المتخذة.وأحيلت إلى الدول الأعضاء في الفترة المشمولة بالتقرير أربع قضايا تنطوي على مزاعم جديرة بالتصديق بارتكاب سلوك إجرامي من قبل موظفي الأمم المتحدة أو خبرائها الموفدين في بعثات.

The observer for a United Nations agency, noting with concern the growth of slums in cities, indicated that research had shown that while there might not be a direct empirical link between poverty and crime, direct links could be demonstrated between urban crime and urban deprivation, as well as anti-social or criminal behaviour and social exclusion.
27- ولاحظ المراقب عن إحدى وكالات الأمم المتحدة، مع الإعراب عن القلق، نمو الأحياء البائسة في المدن، وأشار إلى أن البحوث بيّنت أنه على حين قد لا يكون ثمة صلة مباشرة مبنية على التجربة بين الفقر والجريمة، فإن من الممكن التدليل بوضوح على وجود صلات مباشرة بين الجريمة الحضرية والمعاناة من الحرمان في الحواضر وكذلك أنماط السلوك المعادية للمجتمع أو السلوك الإجرامي والإقصاء الاجتماعي.

48. Her delegation endorsed the view that jurisdictional gaps must be closed in order to ensure accountability, and it therefore welcomed the measures some States had taken to establish jurisdiction over offences committed by their nationals outside their territory in their capacity as officials or experts on mission, together with the steps taken by the United Nations in cases of proven misconduct or criminal behaviour.
48 - وأعربت عن تأييد وفد بلدها للرأي الداعي إلى وجوب سد الثغرات الموجودة في الولاية القضائية ضمانا لتحقق المساءلة، وقالت إن وفد بلدها يرحب لذلك بالتدابير التي اتخذها بعض الدول لإقامة ولاية قضائية لها على الجرائم التي يرتكبها رعاياها الذين يوجدون خارج أقاليمها بصفتهم موظفين أو خبراء موفدين في بعثات، وكذلك الخطوات التي اتخذتها الأمم المتحدة في حالات ثبوت حدوث سوء السلوك أو السلوك الإجرامي.
