In September 2002, the Tongan Government approved a policy to amend the Shipping Act (Cap. 136) " that vessels registered and flying the Tongan flag are prohibited from conducting illegal activities such as storing and transporting illegal drugs, carrying refugees (human cargo), involving in war or armed conflict between nations or parties or support civil unrest in any country " .
