The aim is not only to regulate fishing for certain species, but also to ensure that fishing does not adversely impact other species that are related to, or dependent on, the target species.

ويجب على الدول أن تطـبِّق على نطاق واسع النهج التحوُّطي وأن تطوّر برامج جمع البيانات وبرامج الأبحاث بقصد تقييم أثر الصيد على الأنواع غير المستهدفة والأنواع المرافقة لها أو المعتمدة عليها وبيئتها.

Conservation measures must be designed, on the best scientific evidence available, to maintain or restore populations of harvested species at levels which can produce the maximum sustainable yield, and to maintain and restore populations of associated or dependent species.

5. Where the status of target stocks or non-target or associated or dependent species is of concern, States shall subject such stocks and species to enhanced monitoring in order to review their status and the efficacy of conservation and management measures.
٥ - عندما تبعث حالة اﻷرصدة المستهدفة أو اﻷنواع غير المستهدفة أو المرتبطة بها أو المعتمدة عليها على القلق، تخضع الدول تلك اﻷرصدة واﻷنواع لرصد مكثف لاستعراض حالتها ومدى فعالية تدابير الحفظ واﻹدارة.

(d) develop data collection and research programmes to assess the impact of fishing on non-target and associated or dependent species and their environment, and adopt plans which are necessary to ensure the conservation of such species and to protect habitats of special concern.
)د( وضع برامج لجمع البيانات وإجراء البحوث بغرض تقييم أثر الصيد على اﻷنواع غير المستهدفة والمرتبطة بها أو المعتمدة عليها وبيئتها، واعتماد الخطط التي تلزم لضمان حفظ تلك اﻷنواع ولحماية الموائل ذات اﻷهمية الخاصة؛

For coastal States setting the total allowable catch of living resources in EEZs, articles 61 (3) and 61 (4) provide that factors to be taken into account should include the interdependence of stocks and the effect of fishing on species associated with or dependent upon harvest species.

Some delegations suggested giving effect to article 5 (d) of the Agreement, which provides for assessment of the impacts of fishing, other human activities and environmental factors on target stocks and species belonging to the same ecosystem or associated with or dependent upon the target stocks.
